About The Position

The Environmental Compliance Superintendent will manage the post-closure care operations, ensuring adherence to regulatory compliance standards. The role involves coordinating the day-to-day activities and maintenance of closed landfills for the County. This includes overseeing all necessary procedures to maintain environmental integrity, addressing any regulatory issues that may arise, and implementing best practices for long-term landfill stability and safety.

Requirements

  • Bachelor’s degree in Environmental Engineering, Civil Engineering, Geological, Environmental Science or a related field
  • Supplemented by a minimum of 3–5 years of professional experience engineering, geological, environmental science, or related field
  • Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Must possess and maintain a valid drivers license.
  • Engineer-in-Training (EIT) or Professional Geologist (PG), or ability to obtain within 12 months (also applies to out of state license(s)/certification(s).
  • 40-hour OSHA HAZWOPER certification, or ability to obtain within 6 months.
  • Landfill Operator Certification, or ability to obtain within 6 months.

Nice To Haves

  • Specific experience in landfill operations, post-closure monitoring, environmental sampling, or environmental remediation.

Responsibilities

  • Manage the technical, regulatory, and operational aspects of the County’s closed landfills to ensure long-term environmental safety and compliance.
  • Oversee groundwater, surface water, and LFG (methane) sampling programs in accordance with state and federal regulations (RCRA Subtitle D) and ensure compliance with facility permits and plans.
  • Analyze environmental data, identify trends, and prepare technical reports to state/local regulatory bodies (e.g., Environmental Protection Division, EPD).
  • Ensure compliance with NPDES permits and stormwater management plans.
  • Coordinate work activities in areas of assignment: prioritizes work activities to meet objectives; develops and oversees employee schedules; ensures subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex and problem situations and provide technical expertise; and provides progress and activity reports to department management.
  • Coordinate routine and non-routine maintenance and repair duties at closed landfills for the County: oversee grading, mowing, well maintenance, seeding, erosion control, fence repairs, etc.; establishes and coordinates maintenance schedules; and monitors work to ensure compliance with established policies and standards.
  • Conducts site inspections of closed landfills: monitors landfill cover, run-off ditches, settlement, fencing, signage, gas collection and control systems, etc.; identifies and assigns needed repairs.
  • Prepares and completes required regulatory reports: maintains inspection and maintenance logs; compiles information and data; and submits information appropriate authorities.
  • Ensures landfill maintenance activities and systems are in compliance with applicable laws, codes, regulations, and standards: initiates any actions necessary to correct deviations or violations.
  • Coordinate routine and non-routine maintenance and repair duties, including grading, mowing, well maintenance, seeding, erosion control, fence repairs, etc.: establishes and coordinates maintenance schedules; and monitors work to ensure compliance with established policies and standards.
  • Performs other related duties as assigned.
