The incumbent may advance to a higher grade within the classification series, based on satisfactory work performance. Progressive grade levels include: Environmental Compliance Specialist II – Grade 15 $62,220.00 - $96,790.00 Yearly Environmental Compliance Specialist III – Grade 16 $66,314.00-$103,309.00 Yearly GRADE 14 LOCATION OF POSITION Land and Materials Administration Lead Poisoning Prevention Program 1800 Washington Blvd. Baltimore, MD 21230 Main Purpose of Job The Environmental Compliance Specialist I is an entry-level technical position within the Lead Poisoning Prevention Program within the Land Management Administration. The primary purpose of this role is to provide technical expertise for the program within the state's Central Region. This role emphasizes the prevention, control, evaluation, and oversight of projects related to the remediation of environmental lead hazards. The individuals in these positions will serve as the sole regional representative conducting inspections for environmental regulatory compliance.

Requirements

  • Four years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance.
  • A valid driver’s license with no more than five points is required to operate a State vehicle.
  • If you hold an out-of-state license, you must provide a certified copy of your driving record from the appropriate Motor Vehicle Administration at the time of appointment.
  • Employment is contingent upon a background investigation that includes verifying employment, education, and criminal records.
  • Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of disciplines such as earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline and two years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance for the required experience.
  • Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required experience.

Nice To Haves

  • Demonstrated proficiency with data and technology tools relevant to regulatory or scientific work, such as spreadsheet modeling, database queries, GIS, or data visualization platforms.
  • Experience or coursework involving regulatory analysis, environmental sampling, public health data, or housing-related research, including internships, research assistantships, or volunteer roles.

Responsibilities

  • Inspecting regulated facilities, primarily residential rental properties and lead abatement construction projects throughout the region to ensure compliance with Maryland State laws, federal regulations, and local orders.
  • Monitoring compliance across various environmental sectors, including Child Care Administration, hazardous waste, airborne particulates, water pollution control, and ionizing radiation.
  • Making referrals under the Toxic Substances Control Act and Safe Water Drinking Act when appropriate.
  • Providing technical, evaluative, and professional assistance regarding lead hazards to state, local, and private agencies, as well as the public.
