About The Position
Provide environmental compliance program management and technical support to the ARNG Environmental Compliance Branch. Assist with operations that ensures adherence to all applicable environmental laws and regulations, minimizes environmental impacts associated with Military operations, reduces the risk of environmental liability and enforcement actions, and promotes a culture of environmental stewardship.
Requirements
- United States citizen
- Bachelor’s degree and 8-10+ years of experience in an applicable scientific background.
- Experience with Title 40 Code of Federal Regulations (40 CFR)
- Experience with Clean Water Act.
- Experience with Resource Conservation and Recovery Act (RCRA).
- Detailed oriented with good analytical and financial skills a must.
- Proficiency in Microsoft Word, Excel, PowerPoint, and Teams.
- Be within commuting distance of ARNG Building in Arlington, VA.
- Ability to write, speak and interact clearly and professionally with a wide range of stakeholders.
- Can handle sensitive information with the highest degree of integrity and confidentiality.
- Extremely organized. Strong multi-tasking and time-management skills.
- Employee must be able to pass a background investigation and be able to secure a public trust certificate (Common Access Card).
Responsibilities
- Conduct a detailed comprehensive technical assessment of current environmental compliance status, identifying gaps and areas for improvement.
- Conduct detailed technical reviews of environmental documents, policies, and project plans to ensure programmatic alignment with environmental regulations.
- Develop, revise, and implement a comprehensive Environmental Management System (EMS) tailored to a variety of environmental regulations including but not limited to e.g.: Title 40 Code of Federal Regulations (40 CFR): Clean Water Act, Clean Air Act, Resource Conservation and Recovery Act (RCRA), etc. This includes written policies, procedures, and training materials.
- Conduct technical review of Compliance program requirements (annual submittal) for consistency with ARNG standards.
- Review and monitor online environmental database submissions of annual reporting requirements submitted by the States for technical sufficiency and compliance status.
- Manage, update, and maintain accurate compliance records and documentation for Environmental Compliance Branch.
- Update ARNG work documents (e.g.: power point slides, word documents, excel sheets) to ensure consistency, accuracy and relevance as needed to reflect the ARNG operational environment.
- Provide technical support and programmatic oversight for Above Ground Storage Tank (AST) and Underground Storage Tank (UST) management programs.
- Participate in quarterly/annual meetings with the States to provide pertinent information of relevance to the ARNG operating environment (two meetings to be in-person within the continental US).
- Participate in programmatic meetings, working groups, and reviews.
- Draft, prepare, and coordinate correspondence (e.g.: letters, memos, guidance), as necessary, on behalf of Environmental Compliance Branch Chief.
