About The Position

This position is responsible for the overall environmental compliance, coordination, and reporting for the Solid Waste Department, including municipal solid waste landfill, collection operations, and other facilities. The role requires a forward-thinking leader who will partner effectively with stakeholders. The department offers an excellent benefits package.

Requirements

  • Bachelor's Degree in Environmental Sciences, Engineering, or Public Administration; with four (4) years of experience in environmental science and regulatory oversight; or any equivalent combination of education, training, and experience.
  • Must possess and maintain a valid state driver's license with an acceptable driving history.
  • Background investigation, including supervised drug screen, post offer/pre-employment medical screen; and verification of education, certifications, and licenses required prior to employment.
  • Knowledge of the State of Georgia Solid Waste Management, Air Quality, and Groundwater Protection rules and regulations
  • Able to exhibit technical skills and attention to detail
  • Demonstrate effective verbal and written communication skills
  • Familiar with environmental terminology and regulations applicable to Municipal Solid Waste operations and management
  • Proficiency in report writing; use of Microsoft applications

Responsibilities

  • Provides oversight to ensure operations and facilities comply with all Federal, State, and local environmental laws and regulations; develops, reviews, and maintains records required to demonstrate compliance with applicable permits.
  • Conducts visual and field sampling to include monthly leachate collection, tank inspections, quarterly methane monitoring, and stormwater sampling for Dean Forest Road Landfill (DFRLF), Solid Waste Headquarters, and Bacon Park Convenience Center performs inspections or assessments to determine compliance and provide advice/recommendations regarding compliance issues and corrective actions.
  • Prepares reports (i.e., monthly, quarterly, and annually) and plans for submittal in Georgia Environmental Online System (GEOS) and submits Accidental Discharge/Slug Control Plans to Industrial Pretreatment.
  • Stay abreast of relevant environmental regulations, communicate compliance schedules to department/division management and report operational impacts.
  • Serves as contact with internal and external partners to resolve complaints and/or problems.
  • Procures services or materials for the administration and implementation of environmental programs.
  • Serves and liaison with third-party vendors and governmental agencies.
  • Submit and apply for Scrap Tire Abatement Reimbursement from Georgia Environmental Protection Division (EPD) on behalf of the City of Savannah including gathering records, photos and documentation needed to submit the application.
  • Provides annual staff training for Stormwater Pollution Prevention Plan (SWPPP) and Spill Prevention Control and Countermeasures (SPCC).
  • Monitors landfill and maintenance report for Deptford Tract Site and submits reimbursement for Georgia’s Hazardous Waste Trust Fund if applicable (HWTF).
  • Performs other duties as assigned.
