About The Position

Under the general direction of the Director of Environmental Compliance, this role plans, organizes, and performs a wide range of responsible administrative and analytical support duties. The position ensures plants and facilities operations comply with applicable permits, laws, and regulations. Key responsibilities include preparing regulatory reports, contract administration, recordkeeping, and overseeing specialized program areas such as air quality, water quality, biosolids, and solid waste. The role requires research and knowledge of existing and changing regulations from local, state, and federal agencies, participation in special projects, and ensuring work quality and adherence to policies and procedures.

Requirements

  • Bachelor's degree in natural or environmental science, engineering, or a closely related field from an accredited college or university.
  • One (1) year of experience performing professional-level duties in support of an environmental compliance program OR a Master's degree in natural or environmental science, engineering, or a closely related field from an accredited college or university.
  • Possession of a valid California Class C Driver's License and the ability to maintain insurability under Encina’s vehicle insurance program or the ability to travel to other locations may be required in some assignments.

Responsibilities

  • Performs a wide range of environmental and regulatory compliance duties in program areas including air quality, water quality, biosolids, and solid waste.
  • Implements regulatory compliance programs, policies, and procedures to ensure compliance with federal, state, and local regulations.
  • Ensures specific actions are implemented to completion and reported to relevant agencies.
  • Organizes, controls, and prepares or coordinates with consultants for regulatory reports.
  • Coordinates the permitting process, arranges testing, monitors results, investigates variances, and evaluates compliance issues.
  • Compiles and completes permit applications, proposes recommendations for permit language, and negotiates permit conditions.
  • Conducts and/or participates in compliance audits and sampling.
  • Evaluates findings and reports on compliance status.
  • Acts as a lead on permit-related recordkeeping, ensuring practices align with organizational needs.
  • Organizes shared files and maintains databases.
  • Analyzes and evaluates proposed environmental legislation and regulation for impact on District operations.
  • Provides recommendations and proposed actions for complying with proposed environmental legislation.
  • Revises ordinances and resolutions as necessary.
  • Drafts requests for proposals and bid specifications for consultants.
  • Serves as liaison to consultants for designated projects.
  • Tracks consultant financial reports and oversees consultant work products.
  • Receives and responds to communications from other agencies and the public on program issues or complaints.
  • Participates in professional meetings and conferences to stay abreast of trends and technologies.
  • Develops materials, writes and edits documents, and maintains external communications.
  • Updates website and distributes materials.
  • Drafts and/or prepares technical reports, emergency response plans, business correspondence, and contracts.
  • Maintains a diverse range of records, databases, and documents on assigned program operations and activities.
  • Provides training to staff on compliance issues as needed.
  • Observes and complies with all District and mandated safety rules, regulations, and protocols.
  • Performs related duties as assigned.
