About The Position

The Environmental and Sustainability Project Manager (ESPM) is responsible for coordinating and managing the HUD environmental review process for various activities such as dispositions, acquisitions, new construction, rehabilitation, and capital improvements to ensure compliance with regulatory requirements. The ESPM collaborates with project teams, consultants, regulatory agencies, and stakeholders to facilitate the timely completion of environmental reviews and approvals through the direction of the Environmental & Sustainability Manager. This role also supports sustainability initiatives for Atlanta Housing’s real estate development and operational activities.

Requirements

  • Bachelor’s degree in Environmental Engineering, Civil Engineering, Environmental Science, Geology, or similar technical discipline with experience or equivalent combination of education and/or experience required
  • At least 2 years of relevant experience.
  • Must have a valid State of Georgia driver's license and be fully insurable for the purpose of obtaining clearance on company "Authorized Drivers List".

Nice To Haves

  • Interest in understanding affordable housing development and operations related to environmental management and sustainable development
  • Experience with projects in Georgia is a plus.

Responsibilities

  • Responsible for key aspects of real estate environmental assessment.
  • Secure HUD environmental approvals by coordinating the preparation of National Environmental Policy Act (NEPA) documentation, including Environmental Assessments (EA) and Categorically Excluded Subject To 58.5 (CEST) reviews consistent with 24 CFR 58.5 and 24 CFR 58.6.
  • Manage due diligence activities related to environmental requirements, including but not limited to Phase I and Phase II Site Assessments, lead-based paint and asbestos inspections, noise abatement, Brownfields Program, and Section 106 consultations.
  • Identify potential environmental impacts and mitigation measures associated with proposed projects.
  • Review environmental due diligence documents and provide recommendations to the development teams and senior leadership.
  • Consult with regulatory agencies (local and federal) to address regulatory requirements and obtain necessary approvals.
  • Attend and participate in a variety of meetings related to project-specific environmental compliance, both internal and external.
  • Create Operations & Maintenance Plans as needed to ensure the safety of residents and workers.
  • Work with consultants to conduct annual stormwater inspections at AH-owned properties to comply with the City of Atlanta post-development stormwater management ordinance.
  • Manage the design process for environmental remediation and hazardous material abatement, including the preparation of cost estimates.
  • Provide administrative support to the Environmental Department, including scheduling meetings, managing calendars, and organizing departmental files and records.
  • Maintain database and tracking systems for project status and schedule.
  • Monitor industry trends, products, and services with environmental and sustainability industry groups
  • Assist with grant writing for environmental-related projects or sustainability initiatives.
  • Assist with preparation of presentations or materials for internal or external stakeholders.
  • Support departmental initiatives, special projects, and process improvements as needed.
  • Secure funding and manage resources.
  • Other duties as assigned.
