The candidate will be required to provide the U.S. Army with E&DL audit readiness, remediation, and programmatic support to assist the client in achieving improved audit readiness and sustainability. This position is fully remote. Posted salary is subject to change based on location.

Requirements

  • Active Secret security clearance or ability to obtain a Secret clearance
  • At least 1-3 years of related work experience with federal financial management, program management, or environmental liabilities experience
  • Bachelor’s degree in Accounting, Finance, Information Technology, Business Management, or Environmental Sciences preferred. Experience may be substituted for education
  • Strong attention to detail; strong data/time management and organizational skills; strong verbal/written communication skills; self-starter; and ability to build relationships with client.
  • Proficient in MS Office and Adobe

Nice To Haves

  • B.A. or B.S. in any form of Environmental Science/Related field OR Hazardous Materials Cleanup/Disposal
  • Operational understanding of DoD environmental cleanup programs
  • Experience with DoD financial statement audit, internal control testing or analysis, and coordinating with external auditors
  • Knowledge of Army financial management policies, systems, and procedures
  • Knowledge of the Comprehensive Environmental Resource, Compensation and Liability Act (CERCLA), the Resource Conservation and Recovery Act (RCRA), and other environmental policy
  • Specialized certification to include CPA, CGFM, CDFM, or other equivalent
  • Working knowledge of Environmental Database of Record
  • Ability to support possible project-related travel

Responsibilities

  • Develop Cost-to-Complete (CTC) Environmental and Disposal Liability (E&DL) estimates across the Army by collaborating with Points of Contact (POCs) to gather proper documentation that supports the assumptions and calculations within the estimates. This process involves iterative revisions and responding to comments from Validation Review and Army review.
  • Input received data and documentation from POCs into the Army's E&DL financial system of record.
  • Demonstrate the ability to interpret feasibility studies, decision documents, contracts, and other supporting materials effectively.
  • Apply fundamental audit principles to the concepts, processes, practices, and procedures related to E&DL.
  • Provide assistance with E&DL financial reporting data calls and conduct year-over-year variance analysis.
  • Support comparative analysis and justification of fiscal year requirements, along with environmental cost estimates, to ensure the accuracy and integrity of budget justifications and other environmental data submissions.
  • Update relevant standard operating procedures (SOPs) as necessary to reflect current practices.
  • Use expertise to handle multiple complex work assignments, operate independently with appreciable latitude in developing methodologies, and present solutions to challenges as they arise.
  • Contribute to the creation of deliverables and performance metrics, where applicable.
  • Maintain or develop knowledge of cost-estimating software as required.
