About The Position

The Department of Environmental Conservation Stormwater Program is hiring an Environmental Analyst for its Construction & Industrial Stormwater Permitting Section. This full-time, permanent position serves as a technical lead for complex regulatory, technical, compliance, and outreach activities involving construction and industrial stormwater general and individual permits. The analyst works in one of four regional districts and collaborates with three other environmental analysts in the Section. The role includes advanced review of State Stormwater Discharge Permits under the Construction General Permit (CGP), Individual Construction Permit (INDC), and Multi-Sector General Permit (MSGP). The analyst evaluates engineering plans, erosion prevention and sediment control (EPSC) plans, stormwater pollution prevention plans (SWPPPs), industrial stormwater controls, and site designs for consistency with applicable requirements and state water quality standards. The analyst provides in-field technical assistance and education to developers, contractors, municipal partners, and industrial facilities. The position also oversees inspections and reporting, investigates non-compliance, and contributes to enforcement actions. It identifies improvements to workflows, review procedures, and inspection protocols, and helps keep general permits, technical guidance, and regulatory forms current and legally sound. The analyst may represent the Section in public hearings, administrative meetings, and legal proceedings. Duties are largely performed in an office, with field travel as needed. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, and construction sites in all weather conditions, as well as traversing rough terrain and bodies of water. Some work outside regular hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered regularly.
