About The Position

The State of Connecticut, Department of Environmental Protection (DEEP), has an exciting opportunity for a Geologist to join the Connecticut Geological Survey as an Environmental Analyst 3. The Connecticut Geological Survey is seeking a geologist with expertise in bedrock mapping to map and remap Connecticut’s complicated metamorphic terranes. The role offers the opportunity to lead and conduct bedrock mapping projects from field investigations through geologic map and dataset production, with substantial responsibility for advancing Connecticut's geologic mapping program. This geologist will also mentor seasonal staff and play a key role in both modernizing the state's geologic framework and in rebuilding a small state survey. DEEP is charged with conserving, improving and protecting the natural resources and the environment of the state of Connecticut as well as making cheaper, cleaner and more reliable energy available for the people and businesses of the state. The agency is also committed to playing a positive role in rebuilding Connecticut’s economy and creating jobs – and to fostering a sustainable and prosperous economic future for the state. The State Geological and Natural History Survey was established in 1903 by the CT Legislature (CGS Ch462). The Connecticut Geological Survey is a non-regulatory entity, dedicated to serving the geoscience information and mapping needs of the Connecticut Department of Energy & Environmental Protection and the public. The Survey compiles geoscience information, provides mapping services, and develops interpretive maps and reports for use in environmental policy, resource management, hazards mitigation, and educational outreach. The CT Geological Survey works cooperatively with State Colleges and Universities, State and Federal Agencies, Municipalities, and Professional Organizations to meet the geoscience information and mapping needs of DEEP and the public. The CT Geological Survey supports graduate research and applied geologic mapping through University partnerships.

Requirements

  • Seven (7) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.
  • College training in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for five (5) years of the General Experience.
  • Education may only be substituted for a total of five (5) years.
  • For state employees one (1) year of experience as an Environmental Analyst 2 or two (2) years of experience as an Environmental Analyst 1 may be substituted for the General Experience.
  • Considerable knowledge of principles and practices in fields relative to environmental protection; principles and practices of environmental and policy analysis; environmental program planning principles and practices;
  • Knowledge of local, state and federal laws, statutes, regulations and policies pertaining to environmental protection; statistics;
  • Considerable interpersonal skills; oral and written communication skills;
  • Skills in research and organization;
  • Ability to understand and interpret legislation and technical data; utilize computer software;
  • Supervisory ability.

Nice To Haves

  • Experience completing independent, graduate-level or professional research in bedrock geology or earth sciences.
  • Experience conducting bedrock geologic mapping in metamorphic terranes, including responsibility for field investigations, data collection, interpretation.
  • Experience interpreting structural features, involving folds, foliations, lineations, shear zones, and brittle and ductile faults.
  • Experience developing bedrock geologic maps, cross-sections, and associated geospatial datasets.
  • Experience integrating geophysical and geochemical datasets, to support bedrock geologic mapping and interpretation.
  • Experience producing geologic maps and managing geospatial data using Geographic Information Systems (GIS), including Esri ArcGIS Pro.
  • Experience mentoring, supervising, and providing technical guidance to entry-level or seasonal staff.

Responsibilities

  • Adhering to the geology mission of the CGNHS (CGS Ch.462 Sec.24-1 to 24-4).
  • Overseeing technical reviews of quarry geologic source reports and geochemical data therein associated with aggregate for use in concrete under Connecticut General Statues § 22a-349c and 22a-349d.
  • Serving as the Principal Investigator on federally funded projects.
  • Coordinating geological field surveys and provide technical direction for scientific research, public engagement activities, and professional services.
  • Providing scientific support and advice to federal and state government officials, private developers, non-profit organizations, educators, students, the media, and public.
  • Fostering collaborative relationships with the academic community, municipal stakeholders, Councils of Governments (COGs), State and Federal agencies, non-profits, and the public.
  • Collaborating with other State Geological Surveys in the formulation of National earth science policies, programs, and related issues.
  • Serving on internal and external State and National committees as a scientific representative of the DEEP and the State of Connecticut.
  • Collecting, compiling, analyzing, and preserving data pertaining to the geologic environment.
  • Managing the preparation and publication of reports and maps on the geology and natural resources of the State.
  • Promoting FAIR data principles [Findable, Accessible, Interoperable, and Reusable] for Connecticut geological collections, maps, reports, and Geographic Information Systems data.
  • Mentoring staff and student interns in development of applied geological research and foster their professional advancement.
  • Maintaining technical and scientific expertise in the geosciences as an active member of the scientific community through professional affiliations and activities.
  • Conducts specialized planning, research, inventory, environmental quality and natural resource studies;
  • Provides technical assistance in identifying state resources, planning and implementing natural resource education programs and formulating environmental policies and management practices;
  • Designs elements to be included in plans;
  • Develops programs and regulations to implement environmental policy;
  • Serves as program coordinator;
  • Reviews and analyzes proposed legislation or projects for consistency with policies, plans and statutes;
  • Designs and conducts site investigations;
  • Prepares environmental impact statements and recommends corrective actions and alternatives;
  • Coordinates permit, monitoring and enforcement activities;
  • Reviews and coordinates grants programs;
  • Reviews and makes recommendations regarding permit and registration requests;
  • Serves as department representative on various regulatory and advisory boards and committees;
  • Prepares informational and educational materials, grant applications, legal documents, budget information and review and enforcement reports;
  • Oversees development and preparation of publications and guidelines on environmental protection, natural resource education and other issues;
  • Serves as agency program coordinator;
  • Monitors and testifies at public hearings;
  • Serves as a legislative liaison;
  • Makes recommendations on policies or standards;
  • Prepares reports and correspondence;
  • Leads lower level staff on assigned projects;
