About The Position

The successful candidate for this role will lead environmental oversight and support for major transmission line and station projects, including participation in contractor procurement activities and ensuring contractor compliance with environmental contract requirements, permits, approvals, and commitments. The role is responsible for developing and implementing environmental construction management strategies, including resource planning, consultant scope development, procurement, and management of environmental inspection services to support successful project execution. The successful candidate will also provide environmental permitting, compliance, stakeholder, and Indigenous engagement support through permit review and tracking, assessment of contractor submissions, participation in project team meetings, and coordination with internal project stakeholders.

Requirements

  • Requires an advanced knowledge of environmental sciences, environmental engineering, urban and regional planning or landscape architect.
  • Requires knowledge of oral and written communication techniques for preparation editing and presentation of environmental issues and assessments and in dealing with professional contacts and the public.
  • Requires practical experience in all aspects of environmental planning and mitigation of impacts.
  • Requires experience with the operation and maintenance of transmission and distribution facilities, environmental approval processes and preparation and presentation of environmental assessments.
  • Requires experience in project management and contract administration.
  • Requires experience with the organizational relationships, standards, practices and procedures.
  • Requires experience in public presentations to ensure satisfactory communication with external and internal contacts and the general public.

Responsibilities

  • Carry out assessments, as assigned, to obtain Class EA, individual ECA or other regulatory approvals required for transmission and distribution facilities. Define scope consistent with regulatory requirements, gather information, develop data bases, assemble and analyze results, external contracting (as appropriate), collaborate (as appropriate) with internal and external organizations, develop recommendations for supervisor and asset manager review and approval. Prepare progress reports, environmental reports/assessments and applications for regulatory approval.
  • Carry out other environmental programs (e.g. site assessments or related investigations, waste management, spills management, biodiversity, species at risk, etc.), as assigned, to meet aregulatory requirements for supervisor requirements. Work to include work plan development, literature review, define methodologies consistent with SLA or regulatory requirements, arrange field studies, develop data bases, assemble and analyze results, external contracting (as appropriate), collaborate (as appropriate) with internal and external organizations, develop recommendations for supervisor and asset manager review and approval. Prepare or arrange preparation of environmental reports/assessments. Report on progress.
  • Provide technical and project support to public and regulatory participation processes and public hearings. Make presentations and respond to questions as required.
  • Prepare or arrange for preparation of tendering specifications on environmental service contracts (e.g. waste and consultant contracts). Conduct or carry out the evaluation of tenders. Award and administer contract consistent with Corporate procedures and and policies and supervisor requirements.
  • Estimate study costs and scheduling requirements. Monitor quality, expenditures and schedules and ensure work is conducted in accordance with supervisor requirements.
  • Provide technical information, advice and assistance to other departments and divisions in problem areas.
  • Represent the department at meetings and on committees and task groups.
  • Maintain up to date knowledge of environmental legislation and approval processes. Provide advice and assistance in these areas to internal and external stakeholders. Ensure projects and programs are planned in accordance with government legislation, policies and processes.
