About The Position

The Enterprise Director for Hospital Billing Applications is responsible for the planning, development, implementation, and operation of applications within their scope. This includes documenting and evaluating current systems, recommending and justifying improvements, contributing to system implementation priorities, staffing resources, and developing conceptual designs. The role ensures applications are designed and interfaced to meet user needs, maintaining accessible and integrated information for providers and users. This position serves as the primary contact for operational leadership in the corresponding application area and is responsible for executing system application phases according to the long-range systems plan and conceptual design. The Director communicates with various users, committees, and affiliates regarding system plans, designs, and project status, and consults with users to identify and address opportunities for application improvement. They manage and support changes/enhancements, ensuring proper analysis, testing, change management, and user input. The role also assists with managing hardware, software, and consultant contracts, and establishes and maintains vendor relationships. Additionally, the Director oversees the development, execution, administration, and evaluation of information systems processes to support the organization's mission, vision, values, and strategic initiatives. Human resources responsibilities include staff interviewing, selection, promotions, development, performance evaluations, compensation, conflict resolution, corrective actions, terminations, and employee morale. The Director is also responsible for developing and recommending operating and capital budgets, controlling expenditures, and adhering to the organization's Code of Ethical Conduct, ensuring compliance with applicable policies, regulations, and laws.

Requirements

  • Bachelor's degree in information technology or related field
  • 7 years of experience in information systems, solution design, systems development, implementation, and installation within a complex environment.
  • Includes 3 years of management experience in project management and managing multi-discipline work teams.
  • Demonstrated leadership skills and proven track record of managing/directing technical staff and financial resources through various system life cycle phases.
  • Experience with systems design and development from business requirements analysis through day-to-day management, and advanced project management skills.
  • Extensive knowledge of effective best practice in information systems operations, regulations, and guidelines.
  • Skills and demonstrated experience in establishing excellent working relationships and strategic partnering with various teams.
  • Strong communication skills and the ability to communicate effectively with all levels of employees.
  • An understanding of health care delivery and health care dynamics within a large integrated health care system.

Responsibilities

  • Responsible for the planning, development, implementation, and operation of applications within application scope.
  • Ensures that applications are designed and interfaced in a manner, which satisfies the users of the systems, and that all information is maintained, accessible, and integrated to satisfy both providers and users.
  • Is the primary contact for operational leadership in the corresponding application area.
  • Responsible for executing and providing the results and conclusions of all phases of system applications, as defined by the long-range systems plan and the conceptual design, are accomplished according to established time frames.
  • Communicates accordingly with various users, committees, and affiliates related to system plans, designs, and project status.
  • Consults with users to identity, evaluate and formulate strategies to deal with opportunities for improvement in applications.
  • Manages and provides support for changes/enhancements ensuring proper analysis, testing, change management and user input processes are followed.
  • Assists with the management of hardware, software and/or consultant contracts and service agreements.
  • Establishes and maintains vendor relationships.
  • Oversees the development, execution, administration, and evaluation of information systems processes and mechanisms to support the mission, vision, values, and strategic initiatives.
  • Performs human resources responsibilities for staff which include interviewing and selection of new employees, promotions, staff development, performance evaluations, compensation changes, resolution of employee concerns, corrective actions, terminations, and overall employee morale.
  • Develops and recommends operating and capital budgets and controls expenditures within approved budget objectives.
  • Responsible for understanding and adhering to the organization's Code of Ethical Conduct and for ensuring that personal actions, and the actions of employees supervised, comply with the policies, regulations, and laws applicable to the organization's business.
