About The Position

Establishes and maintains the enterprise architecture strategy, standards and policies for the five domains of enterprise IT within AOC (business, information, applications, infrastructure and security) and aligns the enterprise strategic IT goals and objectives with decisions for key business and IT initiatives. Requirements

A Bachelor’s degree, Master’s degree or post-graduate work preferred, AND: Ten (10) years of progressively responsible experience working in the development and design of complex information systems, IT Design, Enterprise strategies and service management, and use of architecture frameworks.
Reside in Washington State.
At least 2 days per week working onsite at AOC facilities in Olympia.

Knowledge of the business, information, application, infrastructure, and security domains of enterprise architecture, combined with the business acumen and discipline needed to align business and IT architectures.
Knowledge of enterprise architecture across strategic, solution, and technical levels; legacy platforms such as z/OS (preferred); database technologies such as DB2, SQL Server, data warehouses, and master data management; integration and middleware technologies such as WebSphere MQ and BizTalk/Azure Integration Services; security technologies; web technologies such as Java, .NET, and web services; and emerging technologies such as AI and cloud services.
Ability to develop enterprise strategies and multiyear technology roadmaps to modernize or integrate applications, IT systems, and commercial off-the-shelf technologies.
Knowledge of industry-standard enterprise architecture frameworks, such as TOGAF, FEA, and DoDAF.

Responsibilities

Coordinates the development and maintenance of enterprise strategies and roadmaps in support of organizational business strategy, goals, and objectives; integrates business processes, strategies, and information technology into a cohesive enterprise environment; and participates in the ongoing development and evolution of technology supporting the AOC Judicial Information System portfolio of products and services.
Establishes and maintains AOC standards and policies across the five domains of enterprise architecture by continually evaluating technology requirements and architectural constraints identified by enterprise stakeholders.
Leads the cultural and technical change needed to achieve Enterprise Architecture (EA) goals; educates key internal and external stakeholders through one-on-one consultation, mentorship of Solutions Architects and others, and formal training; ensures EA standards and guidelines are understood across the enterprise; and communicates updates to those standards and guidelines.
Collaborates with Solutions Architects and other senior technical staff to ensure solution and integration strategies align with the broader Enterprise Architecture; consults with project managers and technical teams throughout AOC to structure and guide implementation of technology roadmaps.
Develops policies that promote a consistent focus on technology essential to justice partners and support the implementation of efficient, cost-effective, mission-critical application systems for Washington State judicial services.
Provides IT recommendations to Architecture Review Boards, the Judicial Information Systems Committee (JISC), and other judicial committees; facilitates effective communication and productive relationships among committee members.
Reviews solution architectures for compliance with approved architecture roadmaps and standards; manages exceptions; recommends changes to architecture standards when needed; and provides ISD managers with ongoing assessments of compliance by ISD staff and contractors.
Researches business and emerging technology trends that may benefit or affect the enterprise; collaborates with Solutions Architects and other teams on proofs of concept, pilots, and feasibility studies; and uses research findings to refine enterprise architecture strategies and roadmaps.
Communicates established strategies, standards, and emerging enterprise technology direction to stakeholders and provides education that supports consistent understanding and adoption.
