About The Position

Red Pulley Technology Solutions is seeking an Enterprise Architect to support a federal Health IT modernization initiative for the Department of Homeland Security's Immigration and Customs Enforcement (IHSC). This role performs advanced architecture and technical-engineering analysis, design review, engineering assurance, lifecycle-risk assessment, performance and scalability analysis, and technical problem solving supporting the IHSC EHR and related enterprise Health IT systems and infrastructure. This role focuses on architecture, engineering assurance, technical design, sustainability, lifecycle risk, performance, scalability, and technical readiness — not direct system administration, routine operational control, or software development.

Requirements

  • Bachelor's degree in Computer Science, Systems Engineering, Electrical Engineering, or a related field; Master's degree preferred
  • Minimum 8 years of demonstrated advanced experience in systems engineering, enterprise architecture, technical engineering, infrastructure engineering, solution architecture, or related enterprise IT disciplines
  • Strong knowledge of enterprise system architecture, scalability, performance, reliability, availability, interoperability, lifecycle management, and technical-risk analysis
  • Ability to evaluate complex technical architectures and designs and develop practical engineering findings and remediation options
  • Ability to conduct root-cause, lifecycle, performance, and engineering analyses
  • Ability to produce high-quality architecture, engineering, and technical-assessment documentation
  • Strong analytical, problem-solving, technical-writing, facilitation, and communication skills
  • U.S. Citizen or Lawful Permanent Resident

Nice To Haves

  • Experience with healthcare, Health IT, Federal enterprise architecture, or similarly complex mission environments
  • Existing federal security clearance or public trust determination
  • Enterprise architecture certification (e.g., TOGAF) or relevant cloud/infrastructure certification
  • Experience with EHR modernization, legacy system decommissioning, or large-scale IT transitions

Responsibilities

  • Conduct architecture and engineering reviews of proposed and existing Health IT systems, components, infrastructure, designs, and technical solutions
  • Develop technical assessments, architecture-review findings, engineering analyses, technical recommendations, lifecycle assessments, and other required engineering deliverables
  • Analyze technical designs for scalability, reliability, availability, maintainability, sustainability, performance, interoperability, security dependencies, and lifecycle impacts
  • Develop and maintain technical architecture diagrams, engineering documentation, technical specifications, design-review products, risk analyses, and related artifacts
  • Identify technical risks, constraints, dependencies, architectural gaps, performance concerns, and lifecycle issues and develop remediation or mitigation options
  • Conduct root-cause analyses and engineering assessments addressing complex technical issues
  • Evaluate proposed remediation approaches, design alternatives, technical changes, and modernization options and document comparative findings
  • Review technical documentation, system designs, engineering deliverables, and test results and prepare documented findings for Government consideration
  • Assess proposed technical solutions for alignment with Government-established enterprise architecture, cybersecurity, interoperability, performance, and technical standards
  • Support technical planning, system modernization, technical-debt reduction, lifecycle management, implementation readiness, and engineering-risk management
  • Coordinate engineering activities with Systems Integration personnel, Solutions Developers, Data Engineers, cybersecurity personnel, and program/project personnel
  • Support testing and validation of technical designs and engineering assumptions when required
  • Maintain technical risks, findings, recommendations, and engineering action documentation through resolution
