The Enterprise Applications & Portfolio Manager provides strategic and operational leadership for a portfolio of enterprise applications that support critical City services and business operations. This role oversees three technology portfolios (ServiceNow, Tyler Enterprise Permitting & Licensing, and Trimble Unity) that provide solutions for IT Service Management, HR, project and portfolio, permitting and licensing, and construction and asset management (among others) through a team of three IT Supervisors and their respective technical teams. This is a working manager role that requires a balance of leadership, business partnership, and technical acumen. The successful candidate will lead strategic planning, portfolio governance, platform roadmaps, and service delivery while also engaging directly with departments, vendors, and technical teams to ensure solutions are sustainable, secure, supportable, and aligned with City priorities. The ideal candidate is equally comfortable discussing technical architecture with engineers, collaborating with business leaders to solve operational challenges, and guiding executive stakeholders through technology investment decisions. They understand how to balance customer needs, organizational priorities, and technical best practices to achieve outcomes that deliver long-term value.
