Position Summary The Enterprise Application Manager leads the team that builds, enhances, and supports the applications and platforms that power Oklahoma CareerTech. The role balances hands-on delivery leadership with strong customer service, quality assurance, financial stewardship, and people management. The manager ensures every technology investment delivers measurable value to CareerTech stakeholders while upholding OMES standards for reliability, security, and compliance.

Requirements

  • Bachelor's degree in Computer Science, Information Systems, Engineering, or related field
  • 7–10 years in enterprise applications/software delivery
  • 3+ years in people management

Nice To Haves

  • Experience modernizing legacy applications including cloud migration, API first approaches, and microservices.
  • Hands-on familiarity with Azure, AWS, GCP, or Oracle, containers, and observability tooling such as APM and log analytics.
  • Industry-specific compliance experience.
  • Certifications such as CSM or PSM, ITIL Foundation, Lean or Six Sigma, FinOps Practitioner, PMP as relevant.

Responsibilities

  • Serve as the primary point of contact for ODCTE administrators, managers, and staff for all IT needs, requests, and questions in alignment with OMES processes and procedures.
  • Translate stakeholder needs into clear roadmaps and deliverables. Establish and maintain SLAs and OLAs, and communicate proactively on status, risks, and trade offs.
  • Drive a customer first culture by measuring and improving satisfaction, reducing friction in user experience, and ensuring timely support.
  • Prepare and deliver weekly highlights to ODCTE leadership and participate in ODCTE director check ins and O&I meetings.
  • Manage AppC true ups, monthly MSA inquiries, IT purchases and renewals, and asset management.
  • Coordinate conference room technology needs and ad hoc staff requests.
  • Research and evaluate technology solutions and communicate via email, phone, and Microsoft Teams.
  • Own the end to end SDLC for in house and vendor supported applications including requirements, design, development, testing, release, and support.
  • Enforce quality practices such as peer reviews, automated testing, CI and CD, test coverage targets, and change management.
  • Partner with QA and SRE to improve reliability and observability including analysis of defect escape rate, change failure rate, MTTR, and incident trends.
  • Build and manage application budgets and forecasts across CapEx and OpEx aligning spend to outcomes and ROI.
  • Track total cost of ownership per application and optimize licensing, cloud consumption, vendor costs, and support models.
  • Maintain cost transparency by publishing unit cost metrics and driving continuous cost and performance improvements.
  • Lead, coach, and develop engineers, analysts, QA, and release managers while cultivating a high performance and inclusive team culture.
  • Manage capacity planning, workforce strategy, career pathways, and performance management.
  • Foster collaboration, accountability, and psychological safety while recognizing and rewarding excellence.
  • Own the application portfolio including lifecycle, rationalization, technical debt reduction, and modernization.
  • Ensure alignment with architecture standards, cybersecurity controls, and regulatory compliance as applicable.
  • Run governance ceremonies for prioritization, demand intake, and change advisory.
  • Manage relationships with software vendors, integration partners, and managed services providers. Define and enforce SLAs.
  • Evaluate build versus buy decisions. Lead RFPs, contract renewals, and performance reviews.
  • Coordinate with Presidio and other partners for SCSMS and SKLCN related services and transitions.
  • Oversee L2 and L3 support and partner with the Service Desk for incident, problem, and knowledge management.
  • Maintain runbooks, playbooks, and documentation. Ensure readiness for releases and disaster recovery.
  • Drive retrospectives and improvement backlogs; implement Lean/Agile practices to reduce waste and accelerate flow.
  • Introduce automation where feasible (testing, deployment, monitoring, cost reporting).
