About The Position

Reporting to the Regional O&M Senior Manager and receiving operational direction from the Deputy Manager, the Enhanced Surface Water Systems (ESWS) Manager is responsible for managing and coordinating the safe, reliable and compliant operation of enhanced surface water pumping stations and related booster systems associated with the C.W. Bill Young Regional Reservoir. This position oversees reservoir filling and withdrawal operations, water quality monitoring, embankment and performance monitoring, inspection activities, maintenance coordination, regulatory compliance, and required reporting. Working in coordination with engineering consultants, operations staff, maintenance personnel, contractors, and regulatory stakeholders, the ESWS Manager evaluates reservoir performance, supports dam safety compliance, and ensures required documentation is prepared and submitted accurately and timely. This includes coordinating technical evaluations and supporting reports such as the Comprehensive Annual Reservoir Report (CARR), as well as other documentation required by regulatory agencies and internal stakeholders. The position requires strong technical knowledge in areas such as reservoir operations, water resource management, civil and structural engineering concepts, hydrology, drainage and seepage analysis, embankment stability monitoring and reservoir performance modeling. The incumbent must have a working knowledge of applicable Florida Department of Environmental Protection (FDEP) rules and regulations related to reservoir design, permitting, and operations. Success in this role requires sound judgment, analytical and data interpretation skills, project management abilities, effective written and verbal communication, and the ability to collaborate with internal and external partners at varying levels of technical expertise. Performance is monitored through periodic meetings, reports, and administrative review processes.

Requirements

Five (5) years of progressively responsible experience in water resources, surface water system operations, reservoir operations, dam or reservoir infrastructure management, environmental compliance, engineering project management, or a closely related field.
Three (3) years of supervisory, management, project leadership, or lead-worker experience, including responsibility for planning work, coordinating staff, consultants, or contractors, managing budgets, administering contracts, and supporting operational or regulatory programs.
Experience managing or coordinating professional services contracts, consultant deliverables, technical studies, inspections, maintenance activities, regulatory submittals, or capital improvement projects.
Knowledge of reservoir operations, water resource management, hydrology, drainage, seepage, embankment monitoring, civil or structural engineering concepts and related performance monitoring practices.
Experience interpreting and applying permit requirements, regulatory standards, operating procedures, maintenance plans, technical reports, and internal controls.
Demonstrated ability to analyze technical data, develop recommendations, prepare reports, and communicate complex information clearly to management, technical staff, regulatory agencies, and external stakeholders.
Strong project management, organizational, negotiation, written communication, and verbal communication skills.
Proficiency using Microsoft Office applications and related business, reporting, or data management systems.
An equivalent combination of education, training and experience that provides the required knowledge, skills and abilities may be considered.
Bachelor’s degree from an accredited college or university in civil engineering, environmental engineering, structural engineering, hydrology, environmental science, water resource management, or a closely related field.
Valid Driver’s License
FEMA/NIMS training certifications (IS-100C, IS-200C, IS-700B and IS-800D)
Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing, and/or pulling of objects and materials of light weight (5-10 pounds).
Tasks may involve extended periods of time at a keyboard or workstation.

Responsibilities

Serve as Raw Water Coordinator for the Agency’s Enhanced Surface Water System, including coordination of operational activities associated with the Tampa Bypass Canal, Alafia River and related pumping and booster stations.
Serve as the Agency liaison with the Southwest Florida Water Management District, City of Tampa and other regulatory or partner agencies regarding assigned programs, inspections, monitoring, assessment, and compliance reporting activities.
Monitor compliance with reservoir permit requirements and the Operations, Maintenance and Monitoring (OM&M) Plan; coordinate revisions to the OM&M Plan and support development of procedures to ensure reservoir operations remain in compliance with permit conditions.
Compile, organize and review technical information and documentation required for regulatory submittments, including the Comprehensive Annual Reservoir Report (CARR) for the C.W. Bill Young Regional Reservoir.
Manage and evaluate the performance of assigned staff members.
Manage professional services contracts, consultant activities, and assigned projects to ensure reservoir performance, regulatory compliance, project schedules, budgets, technical resources, and reporting requirements are met.
Evaluate inspection, monitoring and maintenance activities performed by contractors and internal staff; identify deficiencies and recommend corrective actions to support safe and compliant reservoir operations.
Coordinate and provide functional oversight to operations, maintenance, engineering, safety, public communications, procurement and contract management staff on reservoir operations, inspections, maintenance activities, emergency planning, and contractor support.
Participate in procurement activities, selection committees, and negotiation of professional scopes of service for consultants, contractors and outside service providers supporting reservoir and enhanced surface water system functions.
Oversee development and review of reservoir performance criteria, including performance envelopes, piezometer data, seepage calculations, drainage evaluations, and related technical analyses.
Ensure required operational, monitoring and inspection data are properly collected, evaluated, documented, and submitted to regulatory agencies and internal stakeholders in a timely and accurate manner.
Manage and coordinate reservoir inspection activities, including reservoir bottom inspections, side-scan sonar evaluations, pipeline inspections and other required inspection or monitoring activities.
Support development, review, and implementation of emergency plans; participate in Reservoir Emergency Action Plan training, emergency drills and related coordination with safety and public communications personnel.
Prepare and present reports, recommendations and action items for Agency management, executive leadership, and Board of Directors consideration.
Respond to inquiries, concerns, and requests for information from management, Agency staff, regulatory agencies, and external stakeholders; provide technical guidance and general assistance related to assigned functions.
Work effectively with all levels of management, colleagues, consultants, contractors, and partner agencies; demonstrate initiative, sound judgment, professionalism, and the ability to anticipate departmental and organizational needs.
Support, encourage and enforce workplace safety policies and procedures in accordance with the Agency Safety Program.
Perform related work as directed.
