About The Position

You will serve as an Engineering Technician (Instructor) in the Engineering Process Control Manager (Code 220), Engineering and Planning Department of Portsmouth Naval Shipyard. You will design practical instruction, develop hands-on curricula, and deliver technical training programs for waterfront personnel. The training supports workforce compliance with Naval Sea Systems Command (NAVSEA) procedures and the safe, compliant, and efficient overhaul of naval vessels. You will collaborate with engineers, technicians, senior shop mechanics, production supervisors, and quality assurance specialists on curriculum reviews. Instruction emphasizes hands-on demonstrations, component-level disassembly, and real-time system alignment exercises. The work requires at least one year of specialized experience at or equivalent to the GS-11 grade level, including practical engineering techniques related to complex naval shipboard systems; translating technical manuals, blueprints, schematics, and quality requirements into lesson plans; dismantling, rebuilding, aligning, and testing marine equipment; developing physical training aids, mock-ups, and diagnostic fault trees; and managing high-risk training laboratories with tag-out/lock-out and hazardous-material protocols. No education qualification is required. The role may involve an uncommon tour, including nights, weekends, and holidays, as well as overtime or night differential. Travel from the normal duty station to domestic and international locations may be required, including travel to remote or isolated sites and extended travel by military or commercial aircraft. Work takes place in environments with potentially harmful physical and chemical agents, and requires continuous use of personal protective equipment and participation in medical surveillance programs. A security clearance must be obtained and maintained before starting work.

  • Experience extracting and translating information from NAVSEA technical manuals, engineering blueprints, schematic diagrams, and quality assurance requirements into lesson plans.
  • Experience physically dismantling, rebuilding, aligning, and operationally testing complex marine equipment.
  • Experience creating physical training aids, interactive equipment mock-ups, and diagnostic fault trees based on technical manuals.
  • Experience managing high-risk physical laboratories and maintaining tag-out/lock-out procedures and hazardous-material protocols.
