About The Position

The employee in this position assures that road construction projects are built according to plans and that the SCDES regulations and guidelines are followed. The employee in this position works with limited supervision while traveling onsite. The employee is expected to understand the federal, state and local regulations governing this work, and to work collaboratively in the field to ensure compliance.

Requirements

• AA in Construction, Environmental studies, or related field preferred or be working toward obtaining AA.
• One year in a similar environment.
• Ability to read construction plans.
• Knowledge of construction materials.
• Knowledge of SCDES guidelines, BMP practices.
• CEPSCI Certificate, or the ability to obtain within 6 months from the date of employment.
• A valid, state issued driver's license.

Responsibilities

• Travels throughout Aiken County to observe the construction of County roads and stormwater facilities, verifying compaction, proof-roll tests and storm sewer installation and function.
• Involved in pre-construction meetings, monitoring County roads testing and responsible for reviewing and understanding construction plans on the basic level and ensure compliance with approved plans.
• Negotiate onsite to resolve any potential problems. Those that cannot be resolved are referred to the MS4 Coordinator or the County Engineer.
• Check the management of pollutants from the site to be certain all required BMP measures are being installed and maintained.
• Address and remediate any problems at the site. Any unresolved issues are referred to the MS4 Coordinator.
• Investigate citizen complaints regarding illicit pollutant discharge and attempt to resolve them. This may involve taking water samples for laboratory testing.
• Completing a variety of reports, logs, testing results, including project paper work, citizen complaint reports, or other construction related paperwork.
• Occasionally assigned other duties as deemed appropriate by the MS4 Coordinator.
