About The Position

Under general supervision, performs a variety of complex subprofessional, technical work in support of professional engineering activities and projects. May supervise and participate in the activities of a small group of lower level technicians and engineering aids. There is one (1) immediate permanent full-time vacancy with the Department of Public Works – Traffic Division in Hilo. The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

Requirements

  • Graduation from high school
  • Three (3) years of technical experience in engineering oriented support functions such as in research, data collection and analyses, inspection, testing, designing, CAD and/or GIS, surveying and/or drafting experience
  • Possession of a valid State of Hawai'i driver's license (Class 3) or any other valid comparable driver's license at time of filing as applicable to the position.
  • Knowledge of mathematics including algebra, geometry, and trigonometry as required.
  • Knowledge of engineering terminology.
  • Knowledge of basic engineering principles and practices.
  • Knowledge of sources of technical information and pertinent regulations and references.
  • Knowledge of principles and practices of supervision.
  • Ability to make mathematical computations.
  • Ability to relate and apply practical knowledge of engineering techniques and practices to the solution of engineering problems.
  • Ability to conduct research and tests to evaluate equipment, systems, and materials.
  • Ability to read plans and specifications.
  • Ability to extract, compile, and evaluate data and prepare reports.
  • Ability to prepare drawings, charts, and other graphic materials.
  • Ability to operate micro and/or mini computer systems and its peripherals.
  • Ability to give and follow oral and written instructions.

Nice To Haves

  • An Associates degree or higher from an accredited college or university in Engineering, Engineering Drafting, or CAD may be substituted for two (2) years of the required experience.

Responsibilities

  • Performs a variety of complex subprofessional, technical work in general support of professional engineering activities and projects such as compiling statistics and making cost and volumetric computations to be used in planning, development, permitting, engineering design, feasibility studies, and regulatory compliance.
  • Reviews, analyzes, and approves various permit applications, forms, and reports relating to regulatory compliance, public facilities clearance, land use, and development proposals; reviews and analyzes water quality and cross-connection control and backflow prevention data; approves water service or sewer connection applications.
  • Determines consistency of projects with environmental assessment and policy guidelines.
  • Conducts tests and inspections of a variety of construction materials and processes for conformance to specifications and plans.
  • Works closely with professional personnel in planning engineering design projects, that requires follow through by the incumbent.
  • Operates county vehicle to perform construction inspection as directed by professional personnel.
  • Provides customers, general public, and engineering consultants with information relating to water quality, water service or sewer connections, permits, compliance actions, etc.
  • Conducts surveys and public notifications for customer information and regulation compliance.
  • Operates a CAD (computer aided drafting) and/or GIS (Geographical Information System) system; serves as network administrator in support of engineering operations.
  • Maintains files, miscellaneous records, and database files, including the electronic versions.
  • Prepares CAD generated drawings, sketches, and schemes; prepares GIS generated maps and exhibits.
  • Assists engineers with field trips, public informational meetings, workshops, seminars, conferences, meetings, and hearings.
  • May supervise lower level technicians and engineering aids.
  • Performs other related duties as assigned.
