About The Position

The Department of Transportation and Infrastructure (DOTI) enhances the quality of life in Denver by efficiently delivering effective, high-quality, safe, and equitable public infrastructure and services. The Engineering Plan Review (EPR) Section within DOTI Right-of-Way Services (ROWS) is comprised of more than 30 engineers who provide regulatory review services for private development and capital improvement projects proposing infrastructure within the public right-of-way. EPR is organized into three specialized teams focused on: Transportation Engineering, Wastewater Engineering (including storm and sanitary sewer systems), and Floodplain Management. The EPR Wastewater Engineering Team is seeking an Engineering Supervisor to lead and support a high-performing team responsible for upholding the division’s rules, regulations, standards, and policies. This role will foster a collaborative culture built on trust, accountability, innovation, and team cohesion while ensuring the delivery of high-quality regulatory review services.

Requirements

  • At least five years of Senior Engineer level experience in stormwater and/ or wastewater engineering
  • Demonstrated leadership skills in motivating, mentoring, and supervising diverse professionals while providing guidance with professional development.
  • Ability to create a safe and supportive work environment, build trust and engagement, and empower staff to succeed.
  • Strong technical and analytical skills to develop and use data to drive decisions and deliver results.
  • Outstanding organization and verbal and written communication skills in a professional, technical environment.

  • Experience in process improvements or other means of increasing efficiency.

  • General knowledge of Geographic Information System (GIS) system capabilities.
  • Bachelor's Degree in Engineering or Architecture.
  • Three (3) years of senior engineering or architecture experience.
  • Requires a valid Driver's License at the time of application.
  • Requires registration as a Professional Engineer (PE) by the Colorado State Board of Registration for Professional Engineers at the time of application. Or requires registration as an Architect by the Colorado State Board of Registration at the time of application. Registration in another state will be accepted in lieu of this requirement, provided that the applicant has Colorado registration at completion of probation.
  • Licenses and certifications must be kept current as a condition of employment.

Responsibilities

  • Supervise and manage workload for 8 to 10 professional engineers, providing guidance and technical expertise.
  • Develop goals, evaluate and document performance and provide performance feedback; provide reward and recognition for proper and efficient performance.
  • Assist staff in achieving performance standards and identifying opportunities for continual improvement.
  • Foster a work environment which encourages excellent customer service and continuous process improvement.
  • Monitor team process and keep interested parties advised as to the various stages of team deliverables.
  • Regularly simplify issues with clearly written summaries.
  • Develop data-driven team performance metrics for management and executive level consumption.
  • Interpret, research, revise as necessary, and apply City rules, regulations, and permitting requirements of DOTI to public and private projects.
  • Mentor all team members in best practices.
  • Assist in the maintenance of the department’s engineering standards and recommend rule/ policy/procedure revisions.
  • Participate in committees and task forces across multiple agencies and/or departments to discuss issues and ensure successful DOTI outcomes.
  • Coordinate and between a wide array of internal and external agencies.
  • Develop collaborative relationships and multi-beneficial solutions when representing ROWS.
  • Address political and sensitive matters on behalf of team functions.
  • Oversee hiring and the filling of vacant and new positions.
  • Perform other duties as assigned.
