This is an Anticipated Vacancy The Utilities Unit, under the Technical Services Division, facilitates and manages the relocation, adjustment, removal, and addition of utilities along NCDOT highways and rights of ways to maintain the integrity, mobility, and safety of the highway system for its users. We are looking for a Western Region Utilities Manager to supervise and train the Utilities Coordination and Utilities Engineering teams assigned to the western region. In this role you will: Manage projects and resources in support of utility coordination and engineering design activities and schedules for projects. Make critical recommendations and represents the Utilities Unit in presenting these decisions. Provide final review of the Utility Project Outlines, utility relocation plans and special provisions, project estimates, and cost responsibility determinations. Establish and maintain effective working relationships with all other associated state units and departments, utility owners, project teams and the public to ensure the successful completion of projects. Provide support for Division Utilities personnel to provide consistency in engineering decisions and coordination processes.

Requirements

  • Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience including two (2) years of supervisory experience; or an equivalent combination of education and experience.
  • May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
  • The applicant should have an intermediate ability to use computers for office work (MS Word, Excel, Access, SAP) and CADD (Microstation, ORD).
  • Travel to field sites for meetings and investigations, with occasional overnight travel is required.
  • The position requires the ability to train and provide technical assistance to other employees, give clear instructions and directions to employees, utility company personnel, consultants and DOT staff concerning utility/highway matters.

Nice To Haves

  • Experience managing and directing utilities personnel, leading teams, promoting teamwork, and fostering communication with Senior Leadership, stakeholders, citizens and staff.
  • Experience developing utility relocation strategies and providing coordination and relocation services to accomplish removal, relocation, and modification of utility facilities (water, sewer, gas, electric, telecommunication, etc.), including the development of Utility Relocation Agreements and acquiring Encroachment Agreements from utility owners.
  • Knowledge of innovative design and construction methods while adhering to all environmental regulations and roadway design standards.
  • Experience utilizing and applying all policies, regulations, manuals, and engineering standards associated with transportation utilities work, including Federal Highway Administration, NCDOT, Division of Highways, NCDOT Utilities Manuals, Right of Way Manual, and Standard Specification for Roads and Structures.
  • Experience planning and coordinating project work, engineering services, and utility owner agreements.
