About The Position

New Hanover County is seeking an Engineering Stormwater Analyst to join the Stormwater Services Division of the Engineering Department. This position will provide core analytical support for strategic stormwater utility management, and will support a GIS database of stormwater assets, perform analyses, conduct research, support the planning of new strategies, support the design of new initiatives, and support implementation of new business practices, information management tools, and such. Requirements

  • Bachelor’s Degree in Geography, GIS, Computer Science or a related field and five (5) years of programming and applications experience in a closely related field; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
  • Valid NC Driver's License

Nice To Haves

  • Proficiency with ESRI products ArcGIS Pro, Apps, Portal, Enterprise (including digitizing vectors, running geoprocessing tools, working with geodatabases, and creating map layouts)
  • Understanding of general stormwater concepts related to hydrology, soils, water quality, water resources
  • Ability to adapt to new GIS software
  • Skill in cartography

Responsibilities

  • Collects, manages, and maintains GIS and geospatial data, including mapping, digitizing, georeferencing, editing features, and ensuring the accuracy of asset and utility records.
  • Interprets design drawings, plats, maps, and property records; conducts research and analysis to support stormwater utilities, asset management, planning, and capital improvement initiatives.
  • Develops reports, dashboards, and GIS data products; troubleshoots software issues, improves workflows, manages GIS data layers, and provides technical support and training to staff.
  • Collaborates with internal staff, consultants, and clients to perform analyses, optimize operations and maintenance activities, support field operations, and assist during emergency or disaster response situations.
