About The Position

The incumbent of this position is a member of DFS’s disaster response team and in that capacity may be required, on short notice, to perform duties and necessary attendant travel in support of disaster relief efforts. This role supervises the Plans Review Section and Staff, affording opportunity for independent judgment in planning work details and in making technical decisions. Work is performed under the general supervision of a higher-level administrative employee and is reviewed for detail, compliance with various fire laws, administrative rules, codes and standards and for conformance with agency policies and procedures. The position coordinates and oversees activities of assigned Engineers and Support Staff personnel in the Plans Review Section, including checking plans and specifications for proposed construction, renovation and alteration projects and change of occupancy drawings; checks architects and engineers plans prior to assignment to staff members for correctness of specifications, design, materials, sectional details, and adequate information to provide for comprehensive plans review. The role assists in planning workloads, workflow, assigns and tracks projects for meeting deadlines and statutory compliance. It performs the more complex and difficult work in conducting comprehensive plans review for fire protection and safety, including the review of plans and specifications complied by consulting architects and engineers. The position coordinates the compliance verification, inspections and evaluation activities by Engineers and Fire Protection Specialists to determine that plans and specifications for fire protection are adhered to by Contractors during various phases of construction. It prepares comprehensive written reports on fire protection projects; responds to correspondence and telephone inquiries and maintains prescribed records, formulates productivity reports, and other material pertinent to the discharge of duties. It coordinates and assists in compliance testing procedures for fire protection systems, materials and processes. The role provides technical assistance to Engineers and Architects in the design of fire suppression and protection systems. It reviews working plans for new and existing construction of state owned and state leased buildings, including renovations, alteration and change of occupancy. It verifies the validity of automatic sprinkler designs or high-rise combination standpipe and sprinkler systems, including calculating minimum end head flow, or flows based on available water supply; the design and layout of grid systems, or other combinations of piping arrangements. It analyzes hydraulic calculations to verify the design of automatic sprinkler and standpipe systems. The position coordinates and oversees the review of engineering plans for special hazardous materials protection systems, HVAC installations, the design of smoke control and removal systems, above and underground tank design, automatic fire detection systems, calculates fire resistance for structures using wood, concrete or steel, and electrical installations to comply with the codes and standards. It reviews designs for hood and duct, grease removal systems for commercial cooking, including the automatic extinguishing equipment. The role assists the Bureau Chief and the other Program Managers in developing, upgrading and implementing staff development and training programs to enhance professional development for personnel throughout the Bureau. This includes conducting research of the latest fire protection practices, compiling technical data on fire protection systems and providing instruction and technical lectures. In the absence of the Bureau Chief, may be assigned to select duties and responsibilities of the Chief, to coordinate specific activities of the Bureau or to represent the Bureau at meetings, conferences and seminars. Performs related work as assigned.

Requirements

High School Diploma or equivalent required.
Two (2) years of experience reviewing fire plans, fire plan examinations, or as an engineering specialist in fire protection is required.
A post-secondary degree may be used as an alternative for years of experience on a year-for-year basis.
Fire Safety Inspector I.
Valid and current driver license.
Knowledge of the concepts, terminology, principles and analytical techniques of an engineering specialty area.
Knowledge of engineering design, construction, production and/or operations.
Skill in using engineering tools, equipment and/or instruments.
Ability to analyze and interpret engineering data.
Ability to solve problems relating to engineering.
Ability to perform technical engineering inspections.
Ability to apply engineering quantitative techniques.
Ability to plan, organize and coordinate work assignments.
Ability to communicate engineering information effectively.
Ability to establish and maintain effective working relationships with others.
Security background check, including fingerprint as a condition of employment.
