About The Position

Words under general direction of an assigned Supervisor directing and coordinating the design and construction of new or alteration of existing city buildings, facilities, equipment or systems. Directs, monitors, and coordinates construction activities of Capital Improvement and maintenance projects. Monitors the administration of the contracted architectural services to ensure the design and construction activities are met. Works with administration to define scope of project, evaluate cost, and formulate CIP budget to ensure budget is adequately funded. Reviews and manages progress of projects and makes modification to schedules and assignments to ensure timely completion of projects to ensure conformance with standard engineering practices and rules and regulations of governing agencies. Supervises assigned employees and staff. Coordinates, monitors, updates and improves the timing of traffic signals within the city if assigned. Confers with division project representatives and reviews project proposals to determine project objectives, time frame, and funding limitations. Coordinates and advises outside engineering and construction firms, and division representatives to ensure that project goals or objectives are accomplished within funding parameters. Plans, organizes, and reviews the work of support staff. Prioritizes and allocates available resources and makes the necessary recommendation for improvement to management. Prepares initial sketches, specifications, and cost estimates. Negotiates consulting fee and prepares contract according to project scope and budget. Reviews designs and submittals with consultant and user division personnel to ensure sufficiency of design in meeting city needs and requirements. Prepares bid documents, analyzes bids received, and makes recommendation for bid selection. Confers with consultants and contractors to provide direction and resolve problems. Reviews contract drawings to ensure adherence to general requirements, such as notes, legends, and code requirements. Reviews all pay requests for contractors and consultants to monitor expenditures, and to ensure that change orders are prepared for appropriate work. Inspects project site to monitor project progress by driving to various location around the City of Memphis. Monitors contract requirements to ensure and approve quality of work is maintained. Maintains and develops systems, records, and databases that provides documentation status, evaluation of project and assigned activities. Prepares interim and completion reports and a variety of correspondences for management.
