About The Position

This position is responsible for managing small projects and sub projects within the department, ensuring their successful delivery from initiation through completion. The role oversees multiple assignments as directed by the Director of Engineering, including work authorized under the Port’s Unit Price Contracts (Unit Price Marine, Unit Price Upland, and Maintenance Dredging) as well as Capital Improvement Program projects. Although smaller in scope, these projects are essential to operational efficiency, tenant satisfaction, and regulatory compliance, and require effective coordination with a broad range of stakeholders with minimal supervision.

Requirements

  • A bachelor’s degree in maritime, architecture, surveying, engineering, or construction field; or
  • An associate’s degree in maritime, architecture, surveying, engineering, or construction field and two years of experience in project management or any of the above-mentioned fields; or
  • Four years of experience in project management, maritime, architecture, surveying, engineering, or construction fields.
  • Incumbent must possess a current and valid Florida Motor Vehicle Operator’s License or capable of obtaining one within thirty days from the date of hire.
  • Must successfully pass a seaport security background check and compliance for a Transportation Worker Identification Credential (TWIC).
  • Must possess or successfully pass Scuba Diving Certification (or be willing to obtain)

Nice To Haves

  • Small watercraft operating experience preferred, but not required

Responsibilities

  • Collaborates with internal external engineering and technical personnel to develop detailed plans, technical specifications, and scopes of work for small-scale maritime, civil, and construction projects, applying independent professional judgment.
  • Facilitates coordination meetings with internal departments, tenants, consultants, and other stakeholders to identify operational needs and develop engineering and construction solutions.
  • Manages the permitting process, including preparation, submission, and tracking of applications to regulatory agencies; ensures compliance with applicable local, state, and federal requirements with minimal supervisory oversight.
  • Prepares scopes of work for procurement actions and contractor solicitations in accordance with Port policies and project objectives.
  • Reviews, analyzes, and negotiates contractor proposals, ensuring alignment with project requirements, technical standards, and budgetary expectations.
  • Coordinates construction activities with internal departments, tenants, and contractors to maintain operational continuity and adherence to project requirements.
  • Administers project execution, ensuring compliance with approved plans, schedules, budgets, and scope; identifies and resolves deviations or issues as they arise.
  • Tracks and documents project tasks, risks, issues, scope modifications, and contingencies, ensuring proper communication and escalation when necessary.
  • Monitors project budgets by tracking expenditures, evaluating use of allocated funds, and implementing appropriate cost controls.
  • Prepares, maintains, and organizes project documentation, including reports, schedules, correspondence, permit records, meeting minutes, and closeout materials.
  • Performs related duties to include providing support to senior engineering staff in project development, delivery, and departmental initiatives.
  • Performs other duties as assigned.
