About The Position

Serves in the Project Controls and Management Department in the Office of Engineering, located at Ronald Reagan Washington National Airport. Oversees staff and consultants in analyzing and improving engineering and construction project controls, scheduling, costing, estimating, reporting, budget development, asset management and classification for capital projects, and related management information functions. Supports the Deputy Vice President and Vice President for Engineering in defining program requirements and implementing procedures. Selects, trains, organizes, and supervises subordinate engineers and other staff. Performs related functions.

Requirements

  • Nine years of progressively responsible experience in construction project scheduling and estimating.
  • Three of the nine years of experience must include supervising a team of subordinates.
  • Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.
  • Comprehensive professional knowledge of and the ability to apply the concepts, principles, and practices of finance for capital development purposes.
  • Knowledge of and ability to apply engineering, architecture, and commercial-industrial construction project management and project controls.
  • Knowledge of and ability to apply business administration principles to explain changes, trends, and impacts to profit/loss.
  • Knowledge of and ability to use information management systems and electronic document control systems.
  • Knowledge of and ability to conduct bid analysis of engineering or construction work.
  • Ability to perform complex analyses of data and information and make recommendations.
  • Ability to speak and write effectively.
  • Skill in using a computer and office suite software, with emphasis on database and spreadsheet software.
  • A state driver’s license in good standing.
  • Operates vehicle landside and airside (requires AOA permit).
  • Work requires moderate physical exertion (lifting objects up to 25 pounds).

Responsibilities

  • Manages staff that analyzes, appraises, and forecasts schedules; conducts cost estimating; performs management information functions; and executes general administrative tasks.
  • Reviews and improves project controls from budgeting through construction.
  • Develops and maintains a cost/schedule control system which acts as a decision-making tool.
  • Monitors and tracks project schedules.
  • Negotiates, or helps negotiate, change orders.
  • Develops and maintains project controls policies and procedures.
  • Develops and maintains a cost estimating capability; prepares change estimates.
  • Supports Deputy Vice President and Vice President for Engineering in developing and implementing procedures, systems, and reports that address status of projects and forecasts.
  • Manages information management systems development and maintenance.
  • Manages the electronic document control system.
  • Works with senior leaders to define and refine Capital Construction Program requirements.
  • Ensures proper capitalization of fixed assets resulting from capital improvements.
  • Prepares reports on project progress relative to schedules and budgets.
  • Serves as Contracting Officer's Technical Representative (COTR).
  • Develops cash flows for project financing.
  • Contributes to the development of Capital Construction Project (CCP); Capital, Operating, and Maintenance Investment Program (COMIP); and Dulles Toll Road Capital and Repair and Rehabilitation (R&R) budgets.
  • Reviews and approves purchase requests for CCP, COMIP, and Dulles Toll Road Capital and R&R budgets.
  • Performs other duties as assigned.
