About The Position

This position is responsible for professional work managing complex airport projects and programs at one of the world’s busiest airports, where schedules and operations impact the local and national airspace. This position plays a key role in supervising project management staff and managing engineering projects and programs, through planning, design, procurement, and construction administration phases at Charlotte Douglas International Airport. Projects assigned span airside, landside, horizontal, and vertical scopes of work such as airfield, terminal development, roadway and bridge projects, parking facilities, storm drainage and sanitary sewer utility projects, facility renovations and additions, and environmental projects. Work involves the preparation of designs, plans, and specifications, technical reports, and applications. Work must meet legal obligations and is received on the basis of general and special assignments. Performance is reviewed by discussions, reports and results. Work requires public and stakeholder contact and the exercise of independent judgment and initiative within established rules and procedures.

Requirements

  • Bachelor's Level Degree – Engineering plus five years of related experience
  • Master's Level Degree plus three years of related experience
  • Valid driver’s license with no more than 6 points, with the ability to obtain and maintain a city driving permit.
  • Certain convictions will disqualify individuals from unescorted access privileges and therefore exclude from employment.
  • Comprehensive knowledge of the principles and practices, methods, and techniques of civil engineering.
  • Knowledge of modern engineering methods and techniques as applied to the construction and maintenance of airport facilities, runways, taxiways, public works, and utilities.
  • Knowledge of airport facilities and environment.
  • Knowledge of local, state, and federal regulations, ordinances, and codes as they pertain to airport issues.
  • Comprehensive knowledge of Federal Aviation Administration Advisory Circulars, Engineering Briefs, and Federal Aviation Regulations as they pertain to airfields and airport facilities.
  • Knowledge of Transportation Security Administration security regulations and requirements.
  • Ability to perform difficult and complex engineering mathematical computations, to make estimates, and compile moderately complex engineering data and statistics.
  • Ability to use personal computers for word processing and database management.
  • Ability to prepare and present clear and concise reports for a variety of audiences.
  • Ability to communicate effectively, orally and in writing.
  • Ability to deal tactfully and courteously with the public, representing the airport in a positive manner.
  • Ability to supervise and inspect work of contractors on engineering projects in the field or office, and to obtain adherence to plans and specifications.

Nice To Haves

  • Bachelor’s degree with five years of relevant experience, with coursework in engineering technology, aviation management, business administration, or a related field.
  • Master’s degree with three years of relevant experience.
  • Experience must include supervision, facility management, and Construction Management, preferably in airport/airfield design.
  • Thorough design, technical, and/or planning experience in civil engineering or municipal capital improvement projects is required.
  • Airport experience is desirable.
  • Professional Engineer registration is preferred

Responsibilities

  • Manage staff and resources for the implementation of the planning, design, and construction of complex airport projects.
  • Supervises and provides technical advice, information, and assistance to co-workers, consultants, contractors, stakeholders, and others, regarding procedures, regulations, and standards.
  • Organizes, prioritizes, and coordinates work activities; monitors the status of work in progress and inspects completed work to ensure compliance with contracts.
  • Prepares planning and technical reports for projects, including feasibility, preliminary designs, cost estimates, and recommendations.
  • Participates in the selection of and coordinates with architectural and engineering firms in the design and construction of airport-related projects. Work includes scope and fee negotiations, coordinating third-party independent fee estimates, and completing a record of negotiations per FAA Advisory Circulars.
  • Participates in the process for bidding and contracting of services of various project components; prepares RFQs and bid packages; conducts pre-bid and pre-construction meetings; issues addendum to clarify questionable issues; participates in negotiations of scope of service and fees for professional services agreements; and makes recommendations regarding the selection of vendors and awarding of contracts.
  • Performs and supervises project management duties for design and construction activities.
  • Manages the administrative aspects: Negotiates and monitors budget and expenditures; updates schedules and monitors progress of projects in meeting established schedules, performance, and quality measurements; processes purchase order requisitions, work orders, and invoices; reviews progress reports; schedules inspections to ensure compliance with all regulatory requirements; and facilitates adherence to all reporting and documentation requirements.
  • Manages projects and supervises project management staff during design and/or construction phases; attends progress meetings; works with consultants, contractors, and work crews to resolve problems and initiate solutions.
  • Assists with field decisions and prepares or approves change orders; monitors schedule, inspects quality of work and materials; coordinates final inspections and facilitates project acceptance.
  • Coordinate with multiple stakeholders, external and internal, such as the FAA, airlines, and across divisions within Aviation.
  • Utilize Airport’s Project Management Information System (PMIS) software in order to interface with contractors and Engineering/Architectural consultants throughout the project lifecycle to manage schedules and risk
  • Prepares routine and special reports, including analyses and recommendations.
  • Maintains records and files.
  • Files compliance statements and reports with appropriate governing agencies.
  • Responds to calls outside of normal work hours, and returns to work as needed to resolve urgent problems 24/7/365.
