About The Position

Provider leadership, direction, and technical engineering guidance to related program areas. Serve as statewide resource for transportation safety and program management of Highway Safety Improvement Program. Provide significant impact to protection of public health through the reduction of fatalities and injuries from motor vehicles statewide. Provide staffing levels and training to identify and produce quality transportation safety projects. Monitor HSIP funds, training, safety analysis, and crash data reporting to internal and external customers. Manage transportation safety programs that address all aspects of construction and maintenance work areas, highway safety and railroad crossings. Evaluate current statewide safety programs and policies and identify ways to improve. Work closely with districts, regions, and local jurisdictions to promote safety programs and to provide support in developing safety programs. Manage special safety and research studies.

Knowledge of traffic engineering principles, practices and procedures, particularly traffic flow theory.
Skill in analyzing and prioritizing tasks and assignments to appropriately manage resources and responsibilities.
Skill in the use of computers and software applications including engineering software and Microsoft Office Suite.
Skill in the use of computers and software applications to include traffic engineering software.

Degree in Civil Engineering or related field.

Valid Professional Engineer's license.

Responsibilities

Provide oversight of the program area within the Division and Districts to ensure compliance with VDOT, state, and federal policies, practices, guidelines and specifications.
Review central office and district plans for compliance with established practices and procedures.
Provide review and make recommendations on new and innovative procedures, specifications and products.
Provide a written summary of findings and recommendations for division management.
Manage and assist in continuing to improve performance and usefulness of established data programs in division including the Traffic Monitoring System, Crash Records System, and others.
Continue to enhance the availability of valuable engineering data to potential users.
Establish objectives and priorities for the team in support of overall goals, communicate objectives and priorities to employees, and update objectives as needs change.
Establish priorities for the program's objectives to enhance achievement of division and VDOT goals.
Modify objectives to reflect changes.
Apply sound engineering practices and methods to satisfy customers, reduce complaints and resolve concerns.
Provide leadership in technical areas of engineering.
Proactively address issues that are identified within program area and raise appropriate issues to Division Management ensuring compliance with VDOT policies and procedures.
Manage program responsible for the development and implementation of highway network performance measures using assigned staff, analysis of customer requirements and statistical principles.
Evaluate program and institute changes and procedures as required.
Provide technical guidance to field offices and monitor adherence to approve standards and practices through field coordination, visitation and consultation.
Ensure quality control reviews are completed and recommendations for program performance and improvement are implemented.
Proactively manage human and fiscal resources by recognizing future needs and taking appropriate actions to address those needs.
Organize program area's assignments to best utilize available resources.
Ensure production schedules and budgets continuously reflect current information.
Serves as responsible charge engineer for designated program area.
Develop and update policies, procedures and guidelines for statewide implementation and administration.
Communicate changes in policies and procedures to staff and ensure consistent application statewide.
Develop short and long-range statewide strategic plans to ensure VDOT programs align with VDOT's vision, mission and goals.
Coordinate the flow of information both orally and in writing to and from others that contributes to project development.
Organize and prioritize work effectively, keep multiple projects on schedule within section.

Serve as a technical expert in providing assistance in assigned areas of transportation engineering.

Manage program responsible for the design, development, and exploitation of traffic engineering data sources to provide valuable engineering data throughout VDOT and to external users.
Work with data administration groups to develop and enforce effective standards of mobility management data design using established data modeling standards, guidelines, and policies.
Enhance availability of quality mobility management information.
Use VDOT Intranet to provide available mobility management data across VDOT.
Ensure appropriate traffic engineering data is developed and made available to public affairs for distribution to the Intranet.
Provide oversight to the inventory of roadway and roadside safety items for modification or replacement by projects or inquiry by others.
Manage and lead development of final pavement marking, pavement marker, sign plans and other traffic control device plans.
Provide guidance on placement, installation, functionality and condition of signs, markings, markers, roadside barriers and others.
