About The Position

ProSidian is seeking an Engineering, Procurement, and Construction (EPC) Contract Specialist for Program Support on an Exempt 1099 Contract basis. This role is primarily remote within the USA, with on-site meetings expected. The position supports the U.S. Department of Energy's Loan Programs Office (LPO), which provides debt financing for large-scale energy infrastructure projects. The specialist will review EPC contracts, change orders, claims, and contractor performance, focusing on risk management within the energy industry sector. This role is aligned with GSA Labor Category: Senior Consultant and requires expertise in construction engineering and monitoring support, delivering bankable, technically defensible Independent Engineering advisory services.

Requirements

  • Bachelor's degree in engineering, geoscience, petroleum engineering, mechanical, electrical, chemical, civil, environmental, or related technical field.
  • 10+ years of relevant engineering, construction, operations, compliance, risk, finance, or energy infrastructure advisory experience.
  • Demonstrated work on oil and gas, power, utilities, or large-scale infrastructure projects for owners, lenders, independent engineers, or federal clients.
  • Proficiency with business tools and technology, including Microsoft Office (advanced Excel, Access, Outlook, PowerPoint, Word).
  • Proficiency with Adobe Acrobat, data analytics tools, and Visio.
  • Ability to quickly learn other tools as needed.

Responsibilities

  • Reviews EPC contracts, change orders, claims, contractor performance, and contractual risk.
  • Serves as a subject-matter expert responsible for the administration, review, compliance monitoring, and risk management of EPC contracts throughout a project's lifecycle.
  • Ensures EPC contractors meet contractual obligations related to scope, schedule, cost, quality, performance guarantees, regulatory requirements, and project delivery milestones.
  • Reviews and interprets EPC contract terms, technical specifications, and commercial provisions.
  • Monitors contractor compliance with contractual requirements, performance guarantees, and key project milestones.
  • Evaluates change orders, claims, variations, and contract amendments.
  • Supports risk identification and mitigation related to schedule, cost, technical performance, and contractual obligations.
  • Verifies Conditions Precedent, payment milestones, disbursement requests, and completion certification requirements.
  • Coordinates with engineering, project controls, legal, finance, and construction teams to resolve contractual issues.
  • Assesses contractor performance and supports dispute avoidance and resolution activities.
  • Prepares contract status reports, compliance assessments, and documentation for lenders, owners, or independent engineers.
  • Provides independent oversight of EPC contractor performance, evaluates compliance with financing and loan agreement requirements, supports technical due diligence and credit evaluation activities, and contributes to construction monitoring, disbursement certification, completion certification, and overall project risk management.
  • Provides Independent Engineering advisory support for Energy Dominance Financing (EDF) Program technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities, with emphasis on EPC contract administration, contractor obligations, guarantees, change control, and claims.
  • Reviews project documentation, evaluates technical and commercial interfaces, identifies risks and mitigations, validates assumptions, supports conditions precedent and disbursement readiness reviews where applicable, and prepares defensible work products including EPC compliance reviews, milestone provisions, payment conditions, performance guarantees, and contractual risk analysis.
  • Coordinates with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders to support timely lender and DOE decision-making.
  • May participate in data room reviews, borrower/contractor interviews, site observations, monthly monitoring meetings, risk register updates, CP evidence reviews, draw package checks, issue closure tracking, and preparation of Independent Engineer reports for DOE, LPO, credit, and program governance stakeholders.
