About The Position

The mission of the Division of Transportation Solutions is to provide excellence in transportation by developing, constructing and maintaining the State's infrastructure in a manner that results in a safe, cost-effective, and efficient multi-modal transportation network that enhances mobility commerce, and livability. In addition, Transportation Solutions provides high quality support services to other divisions in the department. This position is responsible for managing the development, review, and approval of Right of Way (ROW) plans. The role includes supervising staff and providing engineering support to ensure timely and accurate ROW plans for transportation projects. Responsibilities include drafting, reviewing, approving Right-of-Way plans; identifying property needs; verifying existing and proposed rights-of-way and easements.

Requirements

  • Six years’ experience in the Right of Way as described in the summary statement.
  • Three years’ experience in transportation or construction project or program management such as planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating, and reporting on the status of transportation or construction projects or programs.
  • One year of experience in contract administration such as overseeing the development and negotiation of contracts and bid specifications, managing bid openings, and awarding and executing contracts.
  • One year of experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
  • Applicants must be legally authorized to work in the United States.
  • Must possess a valid driver's license (not suspended, revoked or cancelled, or disqualified from driving).

Responsibilities

  • Drafting, reviewing, and approving Right-of-Way plans.
  • Identifying property needs.
  • Verifying existing and proposed rights-of-way and easements.
  • Inspecting infrastructures to ensure compliance with design plans, materials specifications, safety requirements, construction processes, local, state, and federal codes and on-going maintenance requirements; documenting and reporting compliance or deficiencies.
  • Designing, developing, or reviewing engineering project or site layouts, alignments, profiles, studies, graphs, and other related activities.
  • Compiling and recording notes, sketches, test results, inspection data, and other information to document compliance and/or develop designs, specifications, reports, maps, and other geographically based data.
  • Conducting various studies to be used by others to analyze needs or develop plans, record characteristics, and other related activities.
  • Conducting data analysis to determine accuracy of data collected, develop recommendations, develop corrective designs, and/or ensure compliance.
  • Testing or evaluating the quality of materials or designs to verify adherence to contracts and specifications.
  • Obtaining survey data such as angles, elevations, points, and contours using electronic distance measuring equipment and other surveying instruments.
  • Calculating or measuring area and volume dimensions, horizontal and vertical geometry, profile and component specifications, and material testing dimensions using calculators or computers.
  • Operating computer assisted drafting equipment or other tools of the trade, and using automated information systems and computer software to enter, update, modify, delete, retrieve, and report on data.
  • Reading and interpreting plans, specifications, blueprints, and other engineering documents.
  • Performing other related duties as required.
