About The Position

Genex Systems is seeking experienced Engineering Operations Technicians to support the Federal Highway Administration's (FHWA) Western Federal Lands Highway Division (WFLHD) in Vancouver, WA. This role involves performing non-routine tasks related to contract task orders, Critical Path Method schedules, interagency agreements, plans and specifications, project and contract documentation, and contractor claims. The technician will use knowledge and judgment to compile and analyze data, adapt standard procedures, and prepare project plans and other management documents. They will also inspect project documentation, construction records, and materials submittals, and resolve problems by contacting relevant personnel. The role requires independent judgment, critical thinking, and initiative to handle non-routine situations, interpret policies, and draft revised procedures as needed. Higher-level technicians may train or assist lower-level technicians.

Requirements

  • A minimum of an Associate's Degree in Civil Engineering Technology or related degree or equivalent course credits towards a related degree.
  • At least three year's progressive experience working in construction project administration for a general contractor or for a Civil Engineering, Architectural, or Construction Project Management agency/firm.
  • At least one year experience supporting Local, State or Federal construction projects.
  • Thorough knowledge of civil engineering and project management concepts, business practices, industry terminology, design and construction project scheduling.
  • Experience with database application and data records management, document controls, complex spreadsheets, databases, and financial management.
  • Demonstrable skill analyzing, planning, and coordinating business activities.
  • Experience with utilizing, inputting data and extracting reports from industry scheduling and project management information system software.
  • Experience monitoring project budgets, running reports, and working with managers to reconcile costs and expenses.
  • The ability to compute and analyze data and prepare recommendations or conclusions.
  • Experience preparing and reviewing architect/engineering or similar invoicing and billing.

Responsibilities

  • Perform non-routine tasks including development, analysis, coordination, interpretation, and presentation of contract task orders, Critical Path Method schedules, interagency agreements, plans and specifications, project and contract documentation, and contractor claims.
  • Compile and analyze data, select and adapt standard procedures, and apply precedents to prepare project plans, task orders, and other project management documents.
  • Analyze work, contact personnel in related activities to resolve problems, and independently inspect project documentation, construction records, and materials submittals.
  • Use judgment, critical thinking, and initiative to determine approaches in non-routine situations and interpret policies, precedents, and practices.
  • Draft revised procedures due to changes in work flow or system upgrades.
  • Train and/or assist lower-level technicians (for higher-level technicians).
  • Maintain high level of customer service.
  • Manage database entry and reporting of construction data using programs such as Microsoft Access, Microsoft Excel, OneNote, and Oracle; run reports from existing databases; perform testing of programs.
  • Track and manage construction data entry and reporting from various sources.
  • Maintain branch and project records and electronic files, including photocopying, scanning, distributing, reviewing, organizing, and tracking construction documents.
  • Manage construction pay item and progress payment estimate software for accuracy and input data.
  • Maintain branch information in a timely manner, providing copies, routing, distributing, and taking information from monthly contractor payments to incorporate into construction branch data management software.
  • Review and verify estimate quantities and pay item measurement, engineering computations, and construction records of payment documentation for completeness and accuracy.
  • Apply construction accounting management practices to resolve construction payment irregularities and verify construction payment amounts for contract bid item summaries.
  • Process and assemble contract modification and task order support packages, including electronic procurement requests, standard forms, and other documents.
  • Route, distribute, and track for engineering records.
  • Perform word processing to prepare and revise contract and construction report documents and draft contract correspondence for Government signature.
  • Attend project administration and engineering quality action team meetings in preparation of annual Construction Branch Engineering Pool winter training.
  • Maintain up-to-date notes, training matrix, calendars, and course agendas.
  • Assist in preparing presentations, other exhibits, training materials, course outlines, and certificates for training and briefings.
  • Monitor training course progress, maintaining adequate training materials, transitions between courses, attendance, and course completion tracking, and engineering course support as identified by the COR.
  • Gather and compile information for special Construction branch projects.
  • Create and maintain complex computer-generated spreadsheets to track and manage Construction Branch information.
  • Assist with maintaining standard operating procedures manual versions and updating guidance for the Construction Branch, including chapters within the WFLHD Construction Manual, based on current procedures.
  • Organize material and complete writing assignments according to set standards regarding order, clarity, conciseness, style, and terminology.
  • May maintain records and files of work and revisions, select drawings, sketches.
  • Maintain data and reporting for fuel and asphalt pricing indices.
  • Coordinate branch field equipment transfers.
  • Analyze and monitor construction processes such as the use of field equipment, lab trailers, government-owned vehicles, and construction lockers.
  • Assemble and prepare reports for the Construction branch.
  • Assist in the project closeout process, including reviewing project data for numerical accuracy, following and executing written guidelines for performing review of projects, and creating summarized reports of closeout review of projects.
