About The Position

The City of Paso Robles is seeking a detail-oriented and collaborative engineering inspector I/II to perform field inspections of public and private infrastructure projects, ensuring construction complies with approved plans, engineering standards, and regulatory requirements. The position is assigned a 9/80 work schedule, with employees working nine-hour days and receiving every other Friday off. Other work schedules may be considered based on operational demands.

Requirements

Principles, practices, methods, materials, and equipment used in public works and civil construction.
Applicable federal, state, and local laws, codes, regulations, engineering standards, specifications, and departmental policies governing public infrastructure construction and inspection.
Principles and techniques of civil construction inspection related to streets, grading, concrete, stormwater, water, wastewater, utilities, traffic control, erosion control, and public improvements.
Methods and techniques used to inspect construction work for compliance with approved plans, specifications, permits, and engineering standards.
Construction plans, engineering drawings, surveys, specifications, standard details, and technical reports.
Materials testing procedures, quality assurance practices, and acceptance standards applicable to civil construction.
Safe work practices and applicable occupational safety regulations.
Effective written, verbal, and interpersonal communication techniques.
Computer applications related to the work, including permit tracking systems, document management systems, word processing, spreadsheet, database, and email applications.
Techniques for providing effective customer service to contractors, developers, consultants, City staff, regulatory agencies, and the public.
Ability to inspect public infrastructure improvements for compliance with approved plans, specifications, permits, engineering standards, and applicable regulations.
Ability to accurately read, interpret, and apply engineering plans, specifications, surveys, standard details, technical reports, maps, and legal descriptions.
Ability to detect deficiencies and deviations from approved construction documents and recommend appropriate corrective actions.
Ability to interpret and consistently apply applicable federal, state, and local laws, codes, regulations, engineering standards, and departmental policies.
Ability to prepare clear, accurate, and complete inspection reports, correspondence, correction notices, and project documentation.
Ability to effectively coordinate inspection activities with contractors, engineers, consultants, utility companies, regulatory agencies, City staff, and property owners.

Ability to organize and prioritize multiple inspections and assignments while meeting project schedules and deadlines.
Ability to research and interpret construction documents, permits, reports, survey information, easements, and legal agreements.
Ability to operate computer systems and software related to inspection, permitting, documentation, and recordkeeping.
Ability to perform accurate mathematical calculations related to construction measurements, quantities, grades, elevations, and materials.

Ability to maintain current knowledge of applicable construction methods, engineering practices, technologies, codes, and regulations.
Ability to follow safe work practices; use required personal protective equipment; identify potential hazards; and perform inspections safely in active construction environments.
Possession of a high school diploma or a General Educational Development (GED) certificate.
Engineering Inspector I: One year of increasingly responsible experience in public works, construction, utilities, engineering support, surveying, construction management, inspection, or a related field involving the interpretation of plans, specifications, or technical standards.
Engineering Inspector II: In addition to the qualifications listed above, two years of experience performing duties comparable in scope and complexity to those of an engineering inspector I.
A valid California Class C driver license and a satisfactory driving record.

Nice To Haves

A Certified Public Infrastructure Inspector (CPII) certificate issued by the American Public Works Association is desirable.

Responsibilities

Inspects public and private construction projects located within or impacting public rights-of-way and public easements, including streets, sidewalks, curb and gutter, grading, storm drainage, water, wastewater, utilities, traffic control, and other public infrastructure improvements to ensure compliance with approved plans, specifications, permits, engineering standards, and applicable codes.
Reads and interprets engineering plans, specifications, surveys, standard details, grading plans, and related construction documents to verify compliance with approved designs and City standards.
Verifies construction methods, materials, workmanship, dimensions, elevations, testing, and installation for compliance with approved plans, specifications, and applicable regulations.
Documents inspection activities by preparing daily inspection reports, correction notices, field records, photographs, and other project documentation.
Identifies deficiencies and deviations from approved plans; explains required corrective actions; verifies completion of corrections; and coordinates with contractors and project representatives to facilitate timely resolution.
Coordinates inspection activities with contractors, developers, engineers, architects, utility companies, consultants, testing laboratories, and City staff throughout construction.
Performs field observations and collaborates with City staff to resolve construction, design, and infrastructure issues.
Reviews and processes permits related to work within public rights-of-way and public easements.
Responds to inquiries regarding engineering permits, construction standards, inspection requirements, City policies, codes, procedures, and project status.
Assists project applicants in understanding applicable City requirements, permit conditions, inspection procedures, and project timelines.
Coordinates required materials testing, geotechnical testing, and special inspections with testing laboratories and consultants, and reviews related documentation for compliance.
Maintains accurate inspection records, permit files, and project information using permit tracking and document management systems.
Assists with the review and recommendation of revisions to engineering standards, standard specifications, design criteria, policies, procedures, and plans.
Participates in continuing education and training to maintain knowledge of changing construction methods, engineering practices, technologies, and applicable codes.
