About The Position

The New York City Department of Correction (DOC), Engineering Audit Office (EAO), ensures that the department’s construction, maintenance, and repair contracts comply with the NYC Comptroller’s Directive #7, contract terms, and specifications. The EAO audits payment and change order requisitions for contract work; and determines the validity of contract changes and payment requisitions by examining contract prices, reimbursable costs, technical labor rates, prevailing wage rates, multipliers, overhead factors, and other related documents to certify the fairness and reasonableness. The EAO is also responsible for performing field inspections, as it relates to the auditing of change order requests and payment requisitions for contract milestones and compliance. The NYC DOC, EAO, seeks an Engineering Auditor. The ideal candidate for this role is energetic, an analytical thinker, proactive, detail-oriented, an effective communicator, and enjoys working as part of a team.

Requirements

  • Candidates must currently be employed by an NYC agency and permanent in the civil service title Civil Engineer or a comparative title such as Construction Project Manager, Associate Project Manager or Architect.
  • Four (4) years of full-time, satisfactory experience in civil engineering work.
  • A valid New York State Professional Engineer’s License.
  • Current New York State registration as a Professional Engineer must be maintained for the duration of your employment.

Nice To Haves

  • A masters degree in civil engineering from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) may be substituted for one year of the civil engineering experience required in “1" above.
  • Individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.

Responsibilities

  • Desk audits to ensure that contractors have fulfilled their contractual obligations and that the city has received appropriate value, under the terms of the contract, for the requested payment.
  • Perform field visits to physically evaluate the quality and progress of work, including compliance and identifying defects in materials/workmanship and hazardous conditions.
  • Verify that contractors comply with NYS prevailing wage requirements.
  • Evaluate change order(s) for validity and cost reasonableness and to ensure that they are not approved for work previously required by the contract.
  • Verify compliance with NYC DOC scopes, contract terms and specifications.
  • Document contractors’ progress, costs, and conformance.
  • Schedule and attend meetings with stakeholders to resolve payment and change order related issues.
  • Attend meetings with the Office of the NYC Comptroller and other stakeholders.
  • Maintain the EAO payment and change order log.
