About The Position

This role is for a TMC Operator - Engineer Associate for the Traffic Management Center (TMC). The primary responsibilities include monitoring traffic conditions, performing traffic engineering data analysis, incident/event management, field reviews of traffic operation issues, and supporting traffic signal timing and operations investigations and adjustments. The position involves paraprofessional engineering work related to the investigation, evaluation, assessment, asset management, planning, report writing, work coordination, and inspection of public infrastructure and systems. This role operates under the supervision of a licensed Professional Engineer and may involve project management responsibilities for infrastructure projects.

Requirements

  • Bachelor’s degree from an accredited college or university with a major in Engineering or a related field.
  • Six years of planning, assessment, design, construction, inspection of public infrastructure projects, or modeling of water, wastewater, stormwater, or traffic systems; OR an equivalent combination of education (not less than High School diploma/GED), training, and experience.
  • Ability to work effectively with others and provide superior customer service.
  • Ability to communicate effectively both orally and in writing.
  • Ability to work with other departments, agencies, and strategic partnerships.
  • Good working knowledge and experience with Traffic Signal Central System applications and intersection analysis applications.
  • Ability to drive automobiles and small trucks, with a valid Florida driver’s license.
  • Ability and willingness to work alternate work/shift schedules and be “on-call” 24 hours/day.
  • Ability to coordinate real-time activities and priorities.
  • Knowledge of local intersection controller operations, phasing, detection, infrastructure, arterial signal timing pattern development, implementation, and fine-tuning.
  • Knowledge of engineering methodologies and use of documentation platforms for project and technical documentation.
  • Knowledge of traffic management industry standards, characteristics, and features.
  • Knowledge of standards and characteristics of traffic signals infrastructure.
  • Knowledge of the Manual of Uniform Traffic Control Devices; signals, signs, and markings and their proper applications and usage.
  • Skills to organize, prioritize, and manage multiple complex projects and tasks to meet delivery dates.
  • Skills to develop, edit, and present technical designs, diagrams, project plans, and other technical reports.
  • Knowledge of fundamental engineering principles and practices for assigned functional area.
  • Knowledge of engineering design criteria, standards, and applicable permit requirements.
  • Knowledge of construction standards, methods, materials, and inspection techniques.
  • Knowledge of field testing, sampling, and investigative techniques and procedures.
  • Knowledge of applicable federal, state, and local laws, ordinances, regulations, and policies.
  • Knowledge of testing and monitoring devices and techniques.
  • Knowledge of environmental regulations and requirements.
  • Knowledge of health and safety standards and procedures.
  • Knowledge of project management theory, techniques, and tools.
  • Requires frequent standing, sitting, walking, and stooping.
  • Light work - Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.

Nice To Haves

  • Minimum three (3) years of engineering, Intelligent Transportation System (ITS), or traffic signal experience.
  • Minimum one (1) year of Traffic Management Center (TMC) operations experience.
  • Minimum two (2) years of experience in traffic signal operation and traffic engineering principles.
  • Experience or knowledge of traffic management.
  • Proven ability to work independently.
  • Experience with common development tools such as Synchro, Tru-Traffic, Excel, Word, traffic signal controller platforms, and ATMS platforms.
  • Level II, IMSA and/or ATSSA Signal Certification(s) within one (1) year of hire date.
  • FDOT Intermediate Temporary Traffic Control (TTC) Certification, or ability to obtain within 6 months.

Responsibilities

  • Monitor traffic conditions.
  • Perform traffic engineering data analysis.
  • Manage incidents and events.
  • Conduct field reviews of traffic operation issues.
  • Support traffic signal timing and operations investigations and adjustments.
  • Investigate, evaluate, assess, manage assets, plan, write reports, coordinate work, or inspect public infrastructure and systems.
  • Use and apply engineering tools such as traffic analysis and modeling software, TSM&O performance monitoring platform, Signal Central Systems, signal performance measures (SPM) Platform, and other ATMS Applications.
  • Perform a mix of field and office work, including data collection, observations, and making signal timing adjustments.
  • Coordinate with other county personnel and stakeholder groups for effective TMC Operation.
  • Interact professionally with citizens to address traffic signal and arterial operation concerns.
  • Meet service level targets and expectations for Traffic Management while complying with signal safety and operations requirements.
  • Monitor and manage arterial performance in real-time using available tools and applications, identifying and rectifying operational issues proactively.
  • Manage arterial operations in accordance with the Hillsborough County TMC Operations SOP.
  • Transmit event/incident information to appropriate agencies, departments, and personnel.
  • Develop and implement appropriate signal operational adjustments under the guidance of the TMC Operation Supervisor and TMC Engineer.
  • Detect and track equipment/application faults affecting arterial/TMC operations and coordinate with maintenance/repair teams.
  • Collaborate with TMC Operations Supervisor and TMC Engineer on complex signal operation plans and adjustments.
  • Follow County TMC Operations SOP, policies, procedures, standards, guidelines, and preferences.
  • Apply broad knowledge of principles and practices to the planning, design support, construction, assessment, asset management, and maintenance of municipal projects.
  • Resolve conflicts and ensure compliance with permits and regulations.
  • Prepare and monitor scopes, budgets, and schedules for timely project completion.
  • Provide engineering support by designing parts of projects, systems, components of processes, including project documents.
  • Draft or revise plans and drawings using computer-aided design tools.
  • Plan, research, and conduct environmental and mapping surveys.
  • Perform cost analysis and feasibility studies.
  • Assist with preparing contract drafts.
  • Evaluate contractor proposals and assist with review of proposals for professional engineering services.
  • Interact with clients, customers, officials, contractors, and internal and external department personnel.
  • Analyze and interpret data, formulate and solve problems, and make recommendations.
  • Attend project meetings and present specific aspects of engineering assignments.
  • Respond to duties and responsibilities in the event of an emergency or disaster as assigned.
