About The Position

This effort provides Operations and Maintenance (O&M) of mission-critical IT systems for the Department of State, Consular Affairs (CA), supporting 40,000 users across 230 overseas posts, 36 domestic passport agencies, and multiple data centers. The Engineering and Implementation Manager is responsible for global infrastructure operations and systems administration, database administration, network operations, and application support for all CA systems and services, including domestic data centers, domestic passport centers, visa processing centers, and overseas posts. This role oversees Tier II and Tier III support for databases (e.g., Oracle and MS SQL Server), applications (e.g., web applications, imaging and archiving, client-server, and specialized applications), and network infrastructure (e.g., LAN, WAN, MPLS Firewalls). This role ensures enterprise infrastructure and applications meet defined service levels and oversees geographically dispersed technical teams and infrastructure, including converged server/storage solutions and cloud migrations.

Requirements

  • BA/BS in information technology or related discipline or equivalent experience.
  • At least seven (7) years of experience managing infrastructure, systems, databases, network, and application operations and projects at multiple locations with dispersed teams; similar in size, scope, and complexity.
  • At least five (5) years of experience with Oracle and MS SQL Server database administration and management.
  • Expertise managing network operations including LAN, WAN, MPLS, and firewall
  • Demonstrated experience managing the implementation of technical and process changes in a highly complex infrastructure environment similar to this task including Disaster Recovery (DR) and Continuity of Operations (COOP) scenario planning or execution.
  • Demonstrated ability in working collaboratively with internal and external stakeholders such as architects, development leads, and operations personnel to gather technical requirements and business needs to design and provision infrastructure capabilities.
  • Demonstrated experience providing leadership for prioritizing, planning, and successfully delivering multiple projects in parallel and in cooperation with a production environment.
  • Experience managing the transition of systems/applications into a cloud environment.
  • Program Management Professional (PMP).

Nice To Haves

  • At least three (3) years of experience providing full life cycle and operations support for Windows and Linux
  • At least five (5) years supporting Data Center Operations including server farms, networking equipment, and storage solutions (e.g., Cisco Routers and Switches, Firewalls, and Netapp/Dell EMC).
  • Oracle Certified Professional (OCP) or Microsoft Certified Database Administrator
  • ITIL5 Foundation Level Certification or
  • Experience with SDLC Process and application support
  • Demonstrated experience with introducing new technologies and processes to improve service delivery such as availability, management, monitoring, support, patching, and scalability.
  • Cisco Certified Network Associate (CCNA) or CompTIA Network+

Responsibilities

  • Responsible for the day-to-day E&I operations in the CA EOC.
  • Responsible for the training, staffing, and operational efficiency of the EIM Team.
  • Collaborate with Engineers, Project and Product Managers to implement functionality.
  • Ability to meet deadlines and satisfy requirements from other Engineers and Project Management.
  • Engineering and design services shall cover physical and virtual Windows and UNIX/Linux Server platforms, as well as Infrastructure-as-a-Service (IaaS) platforms, Platform-as-a-Service (PaaS) offerings, SW-defined infrastructure as cloud service transition within CA.
  • Plays a critical role in the strategic planning of the infrastructure and building a resilient architecture.
  • Provides the coordination between resource managers/supervisors and ensures all necessary reviews and approvals are received.
  • May conduct performance/project analyses during phase-down to benefit future/other projects/missions/programs.
  • Communicate effectively and efficiently across all CA stakeholders including the business, technical teams, and leaders.
  • Take technical ownership of tasks and successfully work independently.
  • Performs related duties as assigned.
