Engineer – Capital Investment Planning (CIP) If you’re an engineer who thrives on big-picture thinking, data-driven decisions, and shaping long-term infrastructure investments, this role puts you at the center of it all. Join the Capital Investment Plan (CIP) Team and play a key role in guiding how one of the nation’s largest water agencies plans, prioritizes, and funds critical infrastructure that serves millions across Southern California. In this role, you won’t just manage projects — you’ll help determine which projects get built and why. You’ll help shape multi-billion-dollar infrastructure decisions, ensuring investments are strategic, cost-effective, and aligned with long-term water reliability goals. Requirements

  • Bachelor's degree from an accredited college or university in a related field and six years of relevant experience, of which two years must have been at the Associate Engineer level; OR Master's degree from an accredited college or university in a related field and four years of relevant experience, of which two years must have been at the Associate Engineer level.
  • Relevant Experience is defined as: Engineering project and/or design management AND preparation and presentation of Board Letters and/or technical reports
  • Valid California Class C Driver’s License or equivalent that allows you to drive during your employment is required at time of application
  • License in good standing as a California Professional Engineer is required at time of application

  • Experience with capital planning, proposals, or project evaluation
  • Comfortable building budgets, forecasts, and data-driven reports
  • Enjoy translating complex information into clear presentations and recommendations
  • Detail-oriented but can also see the big picture
  • Like improving systems and processes — not just maintaining them

Responsibilities

  • Lead and support development of the biennial Capital Investment Plan (CIP)
  • Work across departments to collect, evaluate, and prioritize project proposals
  • Acquire, organize, and evaluate complex datasets
  • Apply analytics to help with planning decisions
  • Partner with technical teams and leadership to align projects with strategic goals, budgets, and timelines
  • Build and analyze budgets, forecasts, and cost reports
  • Help prepare quarterly reports, board letters, and long-term funding plans
  • Support CIP system and software improvements, enhancing how projects are tracked and delivered
  • Deliver presentations to executive leadership and the Board of Directors
  • Travel to facilities across Southern California to stay connected to the projects you help shape
