About The Position

Under the general direction of the Engineering Manager, this role reviews transportation capital improvement program projects and performs traffic and transportation studies to maintain and improve the mobility and safety of Pflugerville’s transportation system. This includes reviewing preliminary plans, site plans, final plats, public infrastructure construction plans, traffic impact analysis, and right-of-way permits. The position also provides engineering support for additional projects such as the City of Pflugerville's MS4 permit, implementation of the roadway impact fee ordinance, and floodplain management. All responsibilities are carried out in accordance with established departmental policies & procedures, City codes and ordinances, and state and federal regulations. The role requires exercising engineering knowledge to review, analyze, discuss, and make recommendations regarding a variety of complex engineering assignments within defined methods, procedures, and practices. The engineer will frequently interface with architects, developers, sub-contractors, City management, and other City employees.

Requirements

  • Bachelor of Science degree in Civil Engineering or a related field.
  • One (1) year of experience in Civil Engineering.
  • Professional Engineering registration by the State of Texas or the ability to gain within three (3) years of employment.
  • Valid Class C Texas Driver's License.
  • Ability to establish and maintain professionally effective relationships with external public/vendors, internal management and non-management employees, and City and other government officials.
  • Ability to develop, implement, and administer goals, objectives, and procedures for providing effective and efficient services for the City.
  • Ability to communicate clearly and effectively, both verbally and in writing, as well as strong time and task management skills.
  • Ability to learn hydrology/hydraulics and traffic modeling computer software.
  • Working knowledge of word processing, spreadsheet, database; ability to operate computer and other standard office equipment.
  • Subject to sitting and standing to perform essential functions in an office environment; must be able to lift 30 lbs.
  • Visual acuity, speech, and hearing; hand and eye coordination and manual dexterity necessary to operate office equipment and City vehicles.

Nice To Haves

  • Experience within a Municipal or County government, with emphasis in streets and drainage projects.
  • Working knowledge of GIS, AutoCAD, and Bluebeam.

Responsibilities

  • Assist the Engineering Manager or Senior Engineer with updates to ordinances and updates to the Engineering Design Manual and construction Standards as needed.
  • Review preliminary plans, site plans, final plats, public infrastructure construction plans, traffic impact analysis, floodplain and drainage reports, engineering reports, and right of way permits.
  • Perform activities to gather traffic data to include manual and machine traffic counts, pedestrian counts, delay measurements, vehicle speed observations and other transportation-related data needs.
  • Perform traffic engineering studies using field evaluations and make recommendations concerning traffic signals, speed zoning, stop signs and other traffic controls.
  • Prepare technical documents necessary to support ordinance requests to the City Council.
  • May assist City Engineer with developing the City’s annual capital improvement plan and managing capital improvement projects: provide input into cost estimates and right-of-way acquisitions; create preliminary designs; perform preliminary reviews.
  • Assist the Engineering Manager or Senior Engineer with reports, delegation of projects and with City Council or Commission meetings/agendas including internal department meetings.
  • Provides support with city inspectors for any field related/job site inspection and issues.
  • Interpret, amend, or update codes and standards as assigned; remain current regarding developing trends and changes in federal, state, and local regulatory practices.
  • Attend and make presentations to City Council and Commission meetings, as required; interface with other City and community organizations, as requested.
  • Remains accessible via personal cell phone to address job-related issues or emergencies using City applications.
  • Other duties as assigned.
