Engineer, Road Safety
About The Position
The Road Safety Unit is responsible for developing the strategic direction for Road Safety city-wide and for ensuring the implementation of road safety initiatives that help the city progress towards an ultimate goal of zero fatal and major injury collisions on our roadways. You are responsible to provide engineering expertise and project management related to road safety practices and engineering counter measures that support the reduction of fatal and major injury collisions within the City. You lead the development, implementation and evaluation of engineering-based road safety initiatives identified in the City’s Road Safety Action Plan, ensure compliance with federal at-grade rail crossing legislation, and respond to inquiries and provide input on various transportation projects from the road safety perspective.
Requirements
- Completion of 4 year university degree in Engineering, preferably Civil or Transportation Engineering.
- Minimum of 5 years of related experience in transportation engineering, specifically in a traffic safety environment.
- Minimum of 2 years of project management experience.
- Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO).
- Road Safety Professional Level 1 (RSP1) from Transportation Professional Certification Board.
- Thorough understanding of the Safe Systems Approach to Road Safety.
- Knowledge of road safety engineering and human factors concepts.
- Knowledge of methods used in gathering, analyzing and evaluating transportation data including collision data.
- Knowledge of project management techniques and planning tools.
- Knowledge of Transportation Association of Canada (TAC) CRaSH Series, including the Road Safety Audit, In-Service Road Safety Reviews and Network Screening guidelines.
- Knowledge of Federal/provincial railway acts and grade crossing regulations.
- Knowledge of AASHTO Highway Safety Manual.
- Knowledge of Ministry of Transportation’s (MTO) Ontario Traffic Manuals and Roadside Safety Manual.
- Knowledge of Ontario Highway Traffic Act.
- Knowledge of TAC Geometric Design Guide and MTO geometric design manuals.
- Knowledge of Manual of Uniform Traffic Control Devices (Canada and United States).
- Knowledge of roadway design, traffic operations, traffic control signals, traffic calming, signage and pavement markings.
- Knowledge of City of Ottawa Official Plan, Transportation Master Plan, Pedestrian Plan and Cycling Plan.
- Knowledge of the City’s Transportation Impact Assessment Guidelines.
- Knowledge of Corporate, departmental and branch policies and procedures.
- Computer literacy in applications such as MS Office Suite, project management, GIS, road design, and data analysis applications.
- Knowledge of municipal, provincial and federal government structure and jurisdictions relating to transportation matters.
- Knowledge of legislation, by-laws, policies, regulations, guidelines and operational procedures relevant to road safety.
- Knowledge of applicable health and safety legislation, including the rights and duties of workers.
- Work independently, with minimal direction, and collaboratively with all staff.

- A valid Ontario unrestricted G class driver’s license (or provincial equivalent) with no more than 6 demerit points accumulated.

Responsibilities
