About The Position

Responsible for project designs, project management, and oversight of distribution extension projects. This includes reviewing developer submittals, preparing watermain layouts per Decreed Order with the Division of Water, preparing contracts for developer main extensions, overseeing main extension projects to ensure execution of designs with project plans, fire hydrant layout with ordinance requirements, and other design requirements. The role also involves providing technical reviews of relocation plans submitted by developers, government agencies, and other construction entities, and is responsible for the civil engineering review and design of main relocations. Additionally, the position assists in the development and refinement of preliminary project scope, schedule, and budget to ensure sufficient resources for capital and O&M projects, and recommends potential changes to scope and schedule to maintain projects within resource limits. Coordination of project planning and completion internally with operations/maintenance and planning, and externally with utilities, governmental agencies, neighborhoods, and customers is crucial to minimize negative impacts and maximize the use of limited resources. The role involves preparing preliminary, in-progress, and final plans, specifications, and cost estimates for projects, or supervising in-house staff or consultants in their preparation. It requires providing clear and concise contract documents in a timely fashion that incorporate appropriate technical standards, in-house procedures, and policies, while meeting company procurement requirements and capital project authorization procedures. Management of projects during construction within budget and timely submission of Change Actions to adjust the project budget for anticipated changes in scope or conditions are key responsibilities. The position also involves resolving technical, contractual, and customer service issues efficiently and cost-effectively within appropriate budgetary and empowerment levels. Maintaining professional competency through self-education and attendance at seminars, training sessions, and meetings of professional organizations, as well as attending sponsored training opportunities, is expected. The role requires the ability to express engineering problems and concepts clearly and concisely in verbal conversation and written reports. A requirement is to obtain an Engineer-in-Training certificate or the ability to obtain one within two years of job award, with failure to do so resulting in removal from the position. Other duties as assigned will also be performed.

Requirements

  • Must be able to read and understand engineering plans, Louisville Water Co Standard Specifications, engineering studies, technical journals, and professional publications.
  • Possess and demonstrate experience and skills in the development and execution of KY Pipe Models
  • Intermediate level skills in Microsoft Word, Access, PowerPoint, Project, and Outlook.
  • Advanced level skills in Microsoft Excel and Visual Basic.
  • Ability to effectively communicate with internal and external customers.
  • Ability to work independently to complete assigned tasks and deadlines without direct supervision.
  • Ability to direct project work, teams, and personnel without direct supervision.
  • Basic organizational skills, ability to manage tasks and priorities, meticulous, well developed. analytical and critical thinking skills.
  • Goal oriented, acceptance of personal responsibility and good people skill
  • Bachelor’s degree in one of the following engineering disciplines; Civil, Mechanical, or Environmental (ABET accredited or equivalent); and
  • One (1) year experience with water line design, inspection, installation, or other civil engineering related experience (design, construction) or
  • has successfully completed three co-op rotations with water line design, inspection, installation, or other civil engineering related experience (design, construction, etc.)
  • Valid driver’s license.
