About The Position

The RolePrepares and coordinates the plans and schedules for new or existing programs. Determines, monitors, and reviews costs, operational budgets and schedules, and manpower requirements. Supports and participates in negotiations with customer. Analyzes effects of projects upon various areas such as Engineering, Facilities, and the labor pool to determine the most practical and cost-efficient methods to obtain the required resources. Resolves proposal preparation problems and assesses the progress against established plans and parameters. Formulates and recommends corrective action measures such as schedule revisions, manpower adjustments, fund allocations, and work requirements. The Networks, Software, and Cybersecurity (NSC) section of the Propulsion & Reactor Engineering Planning Yard (PREPY) needs a planning analyst to help us manage our costs and schedules. This is a new position for this AOR; With the merger and re-structuring of the PREPY, dedicated support is now needed to determine, review, report, and provide analysis on cost, schedule, quality, and business operational activities. The candidate will be empowered to create new processes, methodologies, and tactics to execute the job functions.

Requirements

  • Bachelor's Degree and 6 years of relevant exempt experience; Master’s Degree and 4 year of relevant professional experience
  • NNS Apprentice School graduate
  • Navy Nuclear Power School (NNPS) graduate
  • Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience
  • Military Paygrade E-5 or above military experience
  • High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience
  • High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience

  • Contracting, procurement, labor resource planning, scoping/estimating, and/or general business management processes
  • Able to work under consultative direction towards long-range goals and objectives

Responsibilities

  • Develop the annual Plan of Work (POW) (including Scopes of Work) for our WBS in accordance with contractual requirements and customer expectations
  • Develop schedule and labor profiles for current and future projects
  • Develop cost profiles for material and sub-contracts that support our current and future projects
  • Monitor and analyze labor, material, and sub-contract costs and schedules; collaborate with management on progress to plan and necessary corrective actions to achieve performance targets
  • Collaborate with the PREPY Project Management Office (PMO) to execute required changes to our POW or to our funding levels
  • Serve as the engineering business conduit between the NSC Staff, Engineering Management, and the PREPY PMO – perform liaison services in support of ordering material (consumable, lab equipment, software/licenses) and ensuring purchases meet business needs
