About The Position

This position supports the SCM VP & Directorate as a liaison and analyst between division leadership and Business Management and Programs. The role involves preparing and coordinating plans and schedules for new or existing programs, determining, monitoring, and reviewing costs, operational budgets, schedules, and manpower requirements. The analyst will also support and participate in customer negotiations, analyze project effects on various areas like Engineering, Facilities, and the labor pool to find cost-efficient methods, resolve proposal preparation problems, assess progress against plans, and formulate corrective actions such as schedule revisions, manpower adjustments, fund allocations, and work requirements.

Requirements

  • Bachelor's Degree and 3 years of relevant exempt experience; OR Master’s Degree and 1 year of relevant professional experience.
  • NNS Apprentice School graduate may be used as equivalent to Bachelor's Degree.
  • Navy Nuclear Power School (NNPS) graduate may be used as equivalent to Bachelor's Degree.
  • Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience may be used as equivalent to Bachelor's Degree.
  • Military Paygrade E-5 or above military experience may be used as equivalent to Bachelor's Degree.
  • High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience may be used as equivalent to Bachelor's Degree.
  • High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience may be used as equivalent to Bachelor's Degree.
  • Experience in multiple business management processes, including Basis of Estimate (BOE) development, Labor Resource Management (LRM), Direct Program Support, Earned Value Management (EVMS), and Indirect budget management.

Responsibilities

  • Prepares and coordinates the plans and schedules for new or existing programs.
  • Determines, monitors, and reviews costs, operational budgets and schedules, and manpower requirements.
  • Supports and participates in negotiations with customer.
  • Analyzes effects of projects upon various areas such as Engineering, Facilities, and the labor pool to determine the most practical and cost-efficient methods to obtain the required resources.
  • Resolves proposal preparation problems and assesses the progress against established plans and parameters.
  • Formulates and recommends corrective action measures such as schedule revisions, manpower adjustments, fund allocations, and work requirements.
  • Acts as a liaison and analyst between division leadership and Business Management and Programs.
