About The Position

The Wastewater Design and Construction Division (WDCD) is seeking engineers with project management experience in design and/or construction administration to manage a variety of wastewater capital improvement projects in the Collection Branch. WDCD provides planning, design, and construction management for Capital Improvement Program (CIP) projects for Fairfax County’s wastewater collection system including pump stations, gravity sewers and force mains. This position may telework a maximum of 2 to 3 days per week after an introductory period. Telework may be subject to change in accordance with latest Fairfax County policy. Requirements

  • Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus, four years of progressively responsible professional experience in the appropriate engineering or architectural field.
  • Valid driver's license
  • Possession of a valid Virginia Professional Engineer or Architect license
  • The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

Nice To Haves

  • Project Management Professional (PMP) certification or Certified Construction Manager (CCM) certification.

  • Five years of experience in planning, budgeting, design, construction, project management, and construction contract administration.
  • Knowledgeable of wastewater collection processes and operations.
  • Knowledge of local, state, and federal environmental regulations.
  • Experience in conducting public meetings.
  • Intermediate to advanced experience with Microsoft Office software (Word, Excel and PowerPoint).
  • Intermediate information technology skills including AutoCAD, GIS, MS Project.
  • Ability to hear and properly respond to typical construction alarms and verbal warnings on active construction sites.
  • Ability to lift up to 30 pounds with assistance.
  • Ability to produce organized and legible handwritten, typed/computer generated documents including the use of graphics.
  • Must be able to physically negotiate rough terrain and typical construction sites to perform field inspections at project construction sites or potential sites for future facilities.
  • Bilingual in English and another language.

Responsibilities

  • Management and leadership of capital projects from concept through project close-out including: consultant selection and contract negotiation, coordination and collaboration with customers, management of consultants in all phases of design including schematic design, and detail design development, including contract drawing and specification development and management of value engineering and constructability reviews.
  • Ensuring that schedule and budget requirements are met.
  • Coordination and management of bidding and construction, monitoring construction progress, change order and contract dispute negotiations and resolution, construction quality control, and project close out.
  • Serving as a primary point of contact with the engineering design consultant, contractor, and other agencies as required, providing contract administration and maintaining all project documentation.
  • Providing technical expertise for questions during the planning, design, and construction phases. This will include technical issues involved with pump station design, design of new or rehabilitated sewer lines, odor control facilities, and other sewage collection system related issues.
  • Making presentations to senior county leadership and to county residents.
  • Serving as Construction Manager (CM) responsible for bidding, construction contract administration, and new facility start up.
  • Occasionally responding to after-hours sanitary sewer emergencies when engineering consulting services and/or construction contracting resources are needed.
  • Being able to work in a fast-paced collaborative team environment; and provide outstanding customer service to using agencies and project stakeholders.
