About The Position

The Engineering Division within the Department of Public Works is seeking a motivated individual to fill the role of Engineer II and become a key member of our Capital Projects Team. The Capital Projects Team is responsible for the project management, design, and construction of City Capital projects, delivering an annual Capital Improvement Program of $50 million to $70 million with projects in transportation, surface water, wastewater, and facilities. The selected individual will directly manage or support the management of Capital Projects from planning through design and construction close-out and/or infrastructure programs. This role is particularly interested in candidates with expertise and an interest in supporting surface water and wastewater capital projects. The project management role involves planning, management, and design (or oversight of engineering consultants for design) of capital projects from inception through construction close-out in collaboration with other team members and managers. Project management assignments will include a variety of project types such as Roadway projects, New sidewalk and sidewalk rehabilitation projects, Off corridor bike network projects, Surface water projects, Wastewater projects, and Facilities projects. The ideal candidate will be able to work independently and in inter-divisional teams to develop and deliver projects within established schedules and budgets.

Requirements

Five years managing and/or designing capital projects with at least three years at a project manager level.
Equivalent to a bachelor's degree from an accredited college or university with major course work in engineering, planning, architecture, construction management or a related field.
Registration as a Professional Engineer in the State of Washington or ability to obtain within one year of hire.
Fundamentals of engineering including the methods, techniques and practices utilized for the design, operation, alteration, repair and maintenance of transportation, facilities, surface water, and wastewater collection and pumping systems.
Operational characteristics, services and activities of project management and construction management.
Methods, techniques and equipment of field inspection, surveying, drafting and design.
Principles, best practices, and current emerging trends in community engagement; including targeted meeting strategies based on community-specific needs.
Principles and practices of consultant contracting and public works contract administration.
Principles and practices of municipal budget preparation and administration.
Principles and practices of negotiation.
Principles of technical and business communication, including business letter writing and report preparation.
Applicable computer software including MS office.
Methods and procedures of State and Federally sourced grant funding management.
Pertinent Federal, State and local laws, codes and regulations.
Ability to participate and work effectively in an organization committed to advancing principles and practices of equity and anti-racism.
Work independently and/or as part of a team.
Work directly and proactively with diverse community neighborhoods during all phases of project scoping, design, and construction.

Develop or review project plans and specifications using AutoCAD Civil 3D and related MS Office software.
Prepare and review engineering estimates, including design, administration and construction costs.
Write and review technical documents including reports and studies.
Inspect work for completeness and proper work methods.
Monitor and manage grant funding through internal and external reporting and records management and maintenance.
Interpret and apply Federal, State and local policies, laws and regulations.

Nice To Haves

Certification as a Project Management Professional (PMP) through the Project Management Institute or other City approved authority, desired.

Responsibilities

Manage the development and delivery of capital projects subject to strict deadlines, including managing public involvement, hiring and overseeing consultants, and meeting schedule and budget objectives.
Coordinate assigned activities with other divisions, departments and outside agencies.
Establish and maintain cooperative working relationships with co-workers, other departments, outside agencies, consultants, contractors and citizens, and provide highly responsible and complex project management and engineering support to City departments.
Manage and oversee the development of capital projects including streets, facilities, parks, surface water, and wastewater.
Meet schedule and budget objectives for assigned projects.
Administer contracts with outside consulting services as required; advertise, interview and select consultants; negotiate work programs for subsequent contracts.
Oversee consultants, monitor budget, contract expenses, schedules, and consultant performance.
Provide cost estimates and forecasts for capital improvement projects; assist in developing long-range plans for City infrastructure; research and prepare projections related to expenditures, revenues, and requirements.
Prepare engineering designs for capital projects including engineering calculations, preparation of plans and specifications.
Manage construction including schedules, bid openings, contract awards, construction progress, inspections, change management, and project close-out for all capital projects, identify problems, recommend and act to implement solutions throughout the project.
Coordinate assigned activities with other divisions, departments and outside agencies and establish and maintain cooperative working relationships with co-workers, other departments, consultants, contractors and citizens.
Coordinate and define community engagement strategies and plans with the Community Engagement Coordinator.
Work directly with department directors and the public to implement complex and controversial projects.
Manage public outreach.
Provide information to the public regarding the Capital Improvement Program; respond to questions and resolve complaints as needed; attend community meetings and make presentations related to capital and special projects; conduct and participate in project meetings with other City staff.
Participate in the development and administration of the capital projects budget; participate in the forecast of funds needed for equipment, materials and supplies; monitor and approve expenditures; implement adjustments; assist in pursuing grants and other funds necessary to support the Capital Improvement Program.
Manage State and Federally sourced grant funding for assigned projects, including monitoring and internal and external reporting, and ensuring that all project records are maintained in an auditable condition, in adherence to applicable regulations and procedures.
Provide responsible support and assistance to upper management and to the directors and managers of departments with assigned projects.
Attend and participate in professional group meetings; stay abreast of trends and innovations in the field of project management and engineering.
