About The Position

This posting is for Engineer I, Engineer II, or Engineer III. Placement of the hired candidate will depend on qualifications. The purpose of this job is to perform administrative/supervisory functions associated with coordinating and managing Transportation and Public Works projects. Duties and responsibilities include but are not limited to: coordinating and supervising section personnel, consultants, projects, and associated activities as assigned, coordinating and reviewing engineering projects or activities, ensuring these activities are performed in accordance with applicable codes, and performing additional tasks as required.

Requirements

  • High school diploma or equivalent required with four years of experience in the required discipline (engineering, construction, management, Project management design engineering, land development, stormwater, pavement management) required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Must possess a valid driver's license.
  • Bachelor’s Degree in Civil Engineering, Agriculture Engineering, Environmental Engineering is required with four years of experience in the required discipline (engineering, construction, management, project management design engineering, land development) required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Certificate as an Engineer – In – Training is required.
  • Professional Engineering (PE) is required.

Nice To Haves

  • One year of Supervisory experience is preferred.
  • Possession of International Municipal Association Level II certification in Sign and Marking, Traffic Signal Electronics, or Construction is preferred.
  • Two years of supervisory experience is preferred.
  • Certification as Georgia Soil and Water Conservation Commission Level 1A or higher is preferred (GSWCC Level II must be acquired within 6 months from hire).

Responsibilities

  • Supervises and evaluates assigned staff, handling all employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance appraisals depending on area of assignment.
  • Directs project design(s) and the production of plans, specifications, and necessary documents for Public Works projects.
  • Prepares project estimates, status reports and presentations.
  • Directs the inspection of projects for compliance to contract requirements and established standards and specifications.
  • Attends division and department meetings to develop, plan, design, and assess funding and schedule projects.
  • Assists in maintaining and administering departmental programs.
  • Lead in the development of departmental standards and specifications.
  • Assists in preparation of technical reports and/or studies for approval by the Commission.
  • Assists with reports, correspondence, forms, charts and other documentation; reviews, maintains records; provides information to the public and performs other clerical duties.
  • Performs other related duties as required.
  • Directs, manages, and plans reviews on assigned roadway and drainage maintenance and new capital improvement projects.
  • Prepares or directs the preparation of various construction cost estimates.
  • Manages and directs staff through the bid and award phase for all assigned projects; develops project-specific critical date schedules; develops job-specific payment quantities; edits and/or drafts contract specifications; and prepares bid solicitation.
  • Conducts pre-bid and pre-construction conferences; evaluates construction proposals and contractors, negotiates proposals of cost and services and makes recommendation of award; establishes and monitors project accounts and expenditures.
  • Manages awarded contracts and delegates project coordination to assigned staff.
  • Directs assigned staff in the coordination of contractor and appropriate sub-contractors for differing maintenance strategies.
  • Reviews and approves contractor-prepared overall project schedule once recommended by the assigned Construction Project Coordinator.
  • Reviews and approves work / quantities submitted by assigned Construction Project Coordinator for acceptance and payment.
  • Processes pay applications on all assigned projects and submits certified pay applications for further processing and payment.
  • Prepares correspondence to contractors, consultants, utility groups and other government agencies.
  • Tracks individual project schedule and work progress.
  • Submits detailed bi-weekly update on all assigned projects to Engineering Administrator prior to bi-weekly update meeting.
  • Prepares or directs the preparation of change orders; certifies or rejects work; administers project closeout; assesses for liquidated damages; performs final inspection and approves final payment.
  • Provides periodic (monthly/weekly) reports on assigned capital improvement projects detain critical schedule elements, challenges, and provides viable solutions to problems encountered.
  • Responds to questions from general public and media related to construction and project management activities.
  • Makes oral and written presentations to citizen groups, neighborhood associations, the County Manager's Office, and the Mayor and Commission.
  • Maintains departmental Construction Specifications and Documents.
  • Maintains Bridge Inventory/Inspection Program.
  • Assists in maintaining the Pavement Management Program.
