About The Position

The Chief Engineer is responsible for ensuring the operational efficiency and maintenance of building systems, including boilers, chillers, HVAC, electrical systems, and plumbing. This role involves managing staff, overseeing projects, developing capital and utility plans, and ensuring compliance with safety and regulatory standards. The Chief Engineer also plays a key role in tenant relations, supplier management, and participating in new business acquisition.

Requirements

  • Bachelor’s degree in Mechanical Engineering or equivalent combination of education and experience.
  • 8-10 years’ experience as an Engineer in a 250K SF or greater Class A building.
  • Excellent communication skills.
  • Positive approach to job.
  • Ability to handle multiple tasks concurrently.
  • Proficient computer and e-mail skills.
  • Ability to handle multiple projects and make decisions.
  • Area specific licenses required.
  • CFC universal preferred.

Responsibilities

  • Ensure operating personnel are capable, productive, and compliant with OSHA and EPA regulations.
  • Oversee training for less qualified staff members.
  • Ensure proper bid procedures and best pricing for commodities are followed.
  • Ensure service contractors perform work properly.
  • Manage projects to meet cost, schedule, quality, functionality, and compliance objectives.
  • Prepare annual capital plans for building systems, structure, parking, and grounds.
  • Stay current on energy technology and utility regulations, ensuring the lowest unit cost for utilities.
  • Develop product specifications and identify supplier sources based on lowest life cycle cost.
  • Perform annual inventory of tools and equipment.
  • Provide monthly narrative reports of activities, highlighting significant events and achievements.
  • Respond to tenant complaints in a timely fashion.
  • Participate in the staffing process and provide recommendations for operations positions.
  • Ensure an equitable after-hours technical coverage program.
  • Ensure development plans and cross-training programs exist for operations staff.
  • Coordinate peer inspection data for site readiness.
  • Operate boilers, chillers, HVAC fans, UPS systems, and electrical systems to approved specifications.
  • Train inexperienced mechanical technicians on all mechanical and electrical systems.
  • Provide scheduled shift coverage to minimize overtime.
  • Supervise and coordinate tenant fit-up work and building construction projects.
  • Ensure 99% reliability for boilers/chillers/HVAC systems and 98% reliability for electrical secondary systems.
  • Provide direction on repairs and ensure quality repairs for plumbing and general building maintenance.
  • Ensure compliance with OSHA, safety guidelines, and all applicable codes and regulations.
  • Ensure all critical equipment preventative maintenance (PM) is done on schedule with 100% availability.
  • Ensure all non-critical equipment PM is done to schedule with 95% availability.
  • Promptly report all incidents, accidents, and/or injuries, and implement corrective actions.
  • Implement all OSHA requirements and policy recommendations for engineering personnel.
  • Maintain current position descriptions for all engineers.
  • Implement training programs for subordinates and trainees, and assess their progress.
  • Complete performance appraisals for all direct reports.
  • Monitor the performance of engineers under supervision.
  • Review operational information in shift log books.
  • Review work orders and PM work, documenting and adjusting for difficulties.
  • Develop business controls for operations and maintenance areas.
  • Prepare annual operating budget.
  • Approve engineer personnel timesheets and overtime.
  • Coordinate bidding, pricing, and recommend vendors for suppliers.
  • Issue purchase orders or receive contracts, and confirm receipt of goods or services.
  • Maintain quality and cost controls with suppliers and outside mechanical contractors.
  • Evaluate performance and contract costs of outside mechanical contractors.
  • Provide recommendations for selection of outside mechanical contractors.
  • Collect, analyze, and report statistical data for property management objectives.
  • Provide a positive and prompt response to tenant requests and implement programs to assess tenant needs.
  • Perpetuate teamwork within the area of responsibility.
  • Participate in acquiring new business, operations/maintenance reviews, and provide advice.
