About The Position

ECS is seeking a Program Manager to work remotely supporting NOAA in a part-time role. This role manages the overall ECS support requirements at/for the NOAA Aircraft Operations Center in Lakeland FL. The Program Manager will provide planning and policy recommendations, identify and implement operational improvements, and supervise the ECS team. The team currently consists of aircraft mechanics, aircraft technicians, aircraft quality inspectors, engineers, public affairs specialists, and aviation life support equipment technicians. The role involves interfacing with the Contracting Officer's Representative and AOC leadership regarding support requirements, developing and managing the budget, approving expenditures, tracking metrics, and being responsible for the profitability of contract support. The Program Manager will provide monthly status and financial reports to the COR and ECS management, provide direct engineering and other services to AOC as required, process required documentation, approve/track expenditures, and manage subcontractors. Occasional travel may be required.

Requirements

  • 10 yrs experience in the aviation industry providing programmatic, operational, engineering and/or technical leadership.
  • Deep understanding of aviation regulations, life cycle support, maintenance, best practices and/or emergency response.
  • Experience in personnel management/supervision
  • Experience in project management

Responsibilities
