About The Position

Under the general supervision of the Supervisor of P&C Engineering, is responsible for the review of complex protection and control engineering designs, protection and control standards development, the investigation and analysis of system disturbances, maintenance of various protection databases, and development/review of protection settings. Procurement of protection and control materials and/or services by contractors and the overall inspection to ensure compliance of Company and other applicable standards of the assigned protection and control projects.

Requirements

  • Bachelor's degree in Electrical Engineering.
  • 0-5 years or more experience required.
  • Knowledge of the IEEE Protection and Control theory as it pertains to substation and transmission facilities.
  • Knowledge of various industry standard protection devices.
  • Knowledge of fundamentals of electrical schematics and wiring diagrams.
  • Knowledge of engineering design and techniques.
  • Knowledge of project estimating and scheduling.
  • Knowledge of applicable standards.
  • Ability to coordinate, organize, and prioritize tasks.
  • Ability to perform complex calculations.
  • Ability to operate personal computer with engineering software and AutoCAD applications.
  • Ability to interpret electrical systems.
  • Ability to calculate cost estimates.
  • Ability to prepare comprehensive reports.
  • Ability to design/review complex medium/high voltage substation and transmission protection and control, SCADA, telemetry, and metering schemes.
  • Ability to plan, schedule and oversee the construction of new and/or existing protection and control schemes for facilities and related components by company crews and/or independent contractors.
  • Ability to prepare bid specifications and/or contracts for the procurement of materials and services.
  • Ability to prepare/award recommendation on bids and proposals from vendors.
  • Ability to monitor services of vendors and contractors for compliance with specifications and contract terms.
  • Effective verbal and written communication skills.
  • Ability to maintain effective working relationships with officers, managers, fellow employees, and the general public.
  • Ability to maintain a strong sense of propriety concerning confidential matters.

Nice To Haves

  • College level course work in electrical power systems, and/or protective relay schemes & controls preferred.
  • Fundamentals of Engineering exam (FE) or Engineer in Training exam (EIT) preferred.
  • Professional Engineer in the State of Texas and/or New Mexico preferred.

Responsibilities

  • Perform research, fieldwork, construction specifications, design plans, drawing preparation, and material scheduling for the construction of projects.
  • Prepare economic analysis on engineering alternatives to facilities and equipment for the present and future.
  • Specify, evaluate, and purchase equipment necessary for the construction of protection and control, SCADA, and telemetry schemes.
  • Provide supervisor with budget estimates for assigned projects.
  • Develop EPE’s standards related to engineering design, drawing, production and record keeping as they pertain to protection and control.
  • Act as a liaison with other electric utilities for coordinating and implementing protection and control systems on interconnecting facilities.
  • Responsible for reviewing and approving design drawings from manufacturers before production of purchased materials.
  • Coordinate the work scope of various projects with crew supervisors and other departments.
  • Serve as technical support, as well as coordinate and schedule work with the technicians in the installation and maintenance of protection and control equipment.
  • Perform field inspections and ensure compliance with design and applicable Company and construction standards.
  • Responsible for obtaining technical information on pertinent subjects and coordinates training on related products from the appropriate vendors.
  • Responsible for providing training and expertise to engineers who have less experience.
  • Participate in the Substation and Relay duty rotation in order to assure the reliability of EPE's facilities. One person in the department is available 24 hours a day to address any problems.
  • Responsible for troubleshooting and assisting technicians in repairing problems on the system.
  • Responsible for the engineering analysis of relay operations to locate faults and determine if the protection schemes operated properly.
  • Responsible for the calculation of relay settings for new protection schemes and assists with the review of relay settings on existing protection schemes.
  • Responsible for providing fault and load flow studies for relay coordination.
  • Responsible for maintaining ASPEN Oneliner, TWS fault locating software, and fault recording device software. This includes determining impedances from various system components and documenting any changes.
  • Valid driver’s license and be in compliance with the Company’s Driving Program policy.
  • Complies with all applicable Company policies, procedures and code of ethics as well as all applicable governmental laws and regulations to include employment, safety and environmental standards and regulations.
  • Perform other related tasks that are not included, but are within the context of the duties defined.
