About The Position

Under the general supervision of the Director of Distribution Design and Performance Improvement, this position is responsible for developing design and construction standards, creating specifications for materials and equipment, evaluating new materials and equipment for medium and high voltage distribution systems, and publishing standards manuals. It also provides technical support to operations, materials management, and other engineering groups. El Paso Electric (EPE) is a regional energy provider that is engaged in generation, transmission, and distribution service to power approximately 460,000 customers in a 10,000-square mile area of the Rio Grande Valley in west Texas and southern New Mexico. Requirements

  • Bachelor’s degree in Electrical, Mechanical, Civil or related Engineering fields.
  • 0-5 years or more experience required.
  • Experience and proficiency with Microsoft Office applications and other standardized personal computer applications.
  • Knowledge of electrical distribution systems, computer aided drafting techniques, high voltage in relation to transmission and distribution, transmission, substation, relay, and distribution construction standards and practices, Company’s engineering and high voltage and distribution operations and procedures, and Company’s policies and procedures.
  • Knowledge of and the ability to interpret, National Electrical Safety Code (NESC) and other codes, regulations, electric utility standards, and electrical and mechanical design manuals.
  • Ability to readily learn new skill sets and adapt to new processes and procedures as needed.
  • Ability to comply with all of the Company’s Safety requirements and practices.
  • Ability to follow detailed instructions.
  • Ability to develop and provide technical expertise and training on equipment and material applications relating to the electrical distribution system.
  • Ability to work independently and make decisions.
  • Ability to learn specific utility applications to include GIS, CGI Open Grid, AutoCAD, PLS CADD, SPIDA Calc, ETAP, CYME and other specialized software applications for the electric utility industry.
  • Ability to analyze pertinent information and develop reports; ensure that Company’s high voltage and distribution Standards comply with applicable codes and policies of local City, County, State, and Federal Regulatory agencies.
  • Ability to work calmly under stressful conditions.
  • Ability to represent the Company in electric utility related conferences and present information in a public forum.
  • Ability to apply educational knowledge toward the solution of practical problems.

Responsibilities

  • Develops and reviews construction standards for the high voltage and distribution systems.
  • Develops and reviews design standards for use by the engineering and operations departments.
  • Reviews high voltage and distribution materials and current construction practices and proposes changes where appropriate.
  • Reviews and approves new materials for use in the operation and maintenance of the high voltage and distribution systems.
  • Perform ARM and ArcFM system administration for Compatible Units (CU’s) and Designer Favorites.
  • Develops high voltage and distribution equipment and material specifications to insure equipment reliability and suitability.
  • Reviews certified tests reports and maintains records and data to monitor the equipment purchased by the company for performance and reliability.
  • Attends, and if necessary, conducts meetings of the assigned Standards Subcommittee, publishes information of topics discussed and of actions to be taken.
  • Keeps records of changes to the distribution standards as well as changes related to distribution materials and equipment.
  • Initiates application of warranties for defective material and equipment.
  • Performs material failure analysis and recommends corrective action.
  • Provides technical support to materials management, construction and engineering personnel.
  • Direct, coordinate, and manage special project assignments. Provide a specific scope, start and finish dates, and if appropriate, budget needs for the completion of each project.
  • Working with Material Management, initiate application of warranties for defective material and equipment.
  • Represents the Company in electric utility related conferences.
  • Conducts plant audits of current suppliers and manufacturers seeking approval.
  • Must have a valid driver’s license and be in compliance with the Company’s Driving Program policy.
  • Complies with all applicable Company policies, procedures and code of ethics as well as all applicable governmental laws and regulations to include employment, safety and environmental standards and regulations.
  • Perform other related tasks that are not included but are within the context of the duties assigned.
