About The Position

This position serves as the agency's Levee Safety Engineer and Inspection Team Leader, providing professional engineering support for the inspection, maintenance, design, construction, and permitting of SLFPA-E' s flood protection systems and facilities throughout the parishes of Orleans, St. Bernard, and East Jefferson. The incumbent leads and coordinates comprehensive inspections of levees, flood walls, flood gates, marine navigation complexes, and other critical infrastructure. This includes routine quarterly, semi-annual, and annual inspections, as well as inspections following hurricanes, high-river conditions, and other significant weather events. The position assists with preparing required inspection reports and works with Operations and Maintenance personnel to develop repair scopes and coordinate corrective work.

Requirements

  • Possession of a current Louisiana license to practice professional engineering plus one of the following: Two years of licensed engineering experience; or Six years of professional engineering experience
  • Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment.

Nice To Haves

  • A master's degree in engineering will substitute for one year of professional engineering experience.
  • A doctorate degree in engineering will substitute for two years of professional engineering experience.
  • Advanced degrees will substitute for a maximum of two years of professional engineering experience.

Responsibilities

  • Plans, coordinates and executes thorough inspections of the agency's various flood protection system components.
  • Inspects levees, floodgates, floodwalls , and marine navigational complex structures to ensure critical infrastructure is in good working condition as needed (quarterly, semiannually and annual) and following weather events (hurricane, riverine flooding).
  • Assists Engineer 6 and the Engineering Department in the formulation of inspection reports for United States Army Corps of Engineers (USACE) Annual Inspections , daily High River Inspections (as needed) and the Louisiana Coastal Protection and Restoration Authority (CPRA) I State Quarterly Inspections.
  • Assists Operations and Maintenance departments with coordinating necessary repairs determined by inspection results including formulating repair scope for in house repairs by FPA personnel or outside contractors as needed .
  • Serves as a project manager on capital improvement projects using engineering judgment and principles .
  • Makes engineering decisions; and Interprets construction plans to determine practicality , if they serve the purpose intended , constructability , and if they use sound engineering practices .
  • Provides functional supervision of staff and engineering consultants and assists the Engineer 6 and Engineering Manager with construction management on improvement projects.
  • Participates in preconstruction conferences with engineers and contractors to discuss construction scheduling , method of construction and potential problems .
  • Reviews field records for partial and final estimates on high dollar projects.
  • Devises and implements plan changes within these projects.
  • Prepares primary claim analysis and synopsis for review and approval.
