About The Position

At COP27 and CMA4, the Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change (UNFCCC) and the Conference of the Parties serving as the Meeting of the Parties to the Paris Agreement (CMA) established funding arrangements to assist developing countries particularly vulnerable to climate change. This decision established the Fund for responding to Loss and Damage (FRLD) to assist developing countries vulnerable to the economic and non-economic impacts of climate change, including extreme weather and slow onset events. At COP28 and CMA5, the COP/CMA formally approved the Fund’s Governing Instrument, designating it as part of the UNFCCC’s financial mechanism and placing it under the guidance of both COP and CMA. The decision authorized the Fund’s Board to secure a hosting arrangement with the World Bank as an interim trustee for four years, which includes hosting the Fund’s secretariat (Secretariat). The World Bank has agreed to act as trustee and administer the Trust Fund in line with the COP/CMA’s stipulations. The Secretariat, hosted by the World Bank in Washington, D.C., and led by the Executive Director (ED), coordinates the Fund’s strategic activities across its governing bodies, including the Board, and the World Bank (as Trustee and Secretariat host), manages institutional relations with the Fund’s stakeholders, and drives thought leadership to deliver the Board’s vision and policies. The Engagement Analyst will be responsible for supporting the preparation, organisation and execution of engagement and outreach activities for the Board Affairs and Governance (BAG) team with key stakeholders such as FRLD’s observers, Board members and alternates, advisors, national focal points, and host governments for meetings. The role also supports the maintenance and enhancement of the Fund’s institutional relationship with its observers and other stakeholders, ensuring transparent, inclusive and well‑coordinated participation in all FRLD deliberations including its Board meetings and related proceedings. The post holder will be under the direct supervision of the Governance Specialist and report to the Program Manager for BAG.

Requirements

Master's degree in international relations, law, environmental policy, public administration or a related field.
Minimum at least two (2) years of experience with multilateral climate or development processes, preferably within stakeholder engagement context.
Demonstrated knowledge and familiarity of the work of multilateral climate funds is desirable.
Exposure to or familiarity with observer accreditation processes, observer policies, UNFCCC constituency structures, and/or meeting protocols in intergovernmental settings.
Strong climate advocacy networks and proven ability to facilitate multi‑stakeholder consultations, manage sensitive negotiations and communicate complex issues clearly.
Strong analytical and writing skills, with demonstrated ability to draft clear, structured documents.
Excellent communication and interpersonal skills, with the ability to engage professionally across cultures and with diverse stakeholders.
Excellent written and oral English; Proficiency in another UN language (Arabic, Chinese, French, Russian or Spanish) is an asset
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and familiarity with collaborative and workflow tools

Responsibilities

Support the BAG team in executing their role as the primary interface between the Secretariat and FRLD’s key stakeholder, including maintaining an up-to-date stakeholder registry, managing communications, and issue regular engagement briefs to leadership.
Draft and update BAG standard operating procedures (SOPs) covering timelines, document circulation, translation, virtual access to FRLD platforms
Produce quarterly dashboards on stakeholder engagement metrics (e.g., participation rates, thematic inputs) for Executive Management team’s review, and recommend best practice updates;
Organize consultations with key stakeholders, and review, collate and integrate their submissions and insights into policy papers, operational guidance, and knowledge products and implementation of policies.
Act as first point of contact for stakeholder feedback
Ensure compliance with accreditation and registration procedures for Board meetings and other related proceedings.
Support the organisation of consultative forums to engage and communicate with stakeholders of the FRLD
Undertake ad hoc assignments as requested by the Program Manager.
